A) CALL TO ORDER
The Mayor called the Council Meeting to order at 7:00 p.m. in the Council Chambers.
B) ROLL CALL

C) OPENING PRAYER
The opening prayer was given by Preacher Will Brown, Aberdeen Church of Christ.
D) PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF
AMERICA
The Pledge of Allegiance was led by Council President Adam Hiob.

A motion was made by Councilman Montgomery and seconded by Councilman
Lindecamp to approve the August 11, 2025 Council Meeting. The motion carried
by a vote of 3 – yes; 0 – no; 1 - absent.

G) PRESENTATIONS
G.1 Comparison Harford Co. Sheriff's Office vs. Aberdeen Police Department, Chief Trabert
Comparison HCSO vs APD July 1 2024 to July 31 2025.pdf
Chief Trabert presented a comparison between Harford County Sheriff's Office and the Aberdeen
Police Department regarding the number of calls for service from the following neighborhoods:
Eagle's Rest Development, Summerlin Apartments, Woodland Green Development, Swan
Meadows Development, Windemere Development, Winston Choice Townhomes, Affinity Old
Post Apartments, and North Deen Community between July 1, 2024 to July 31, 2025. Council
discussion followed and more information was requested for evaluation to reach the goals of the
Council.
H) PUBLIC HEARINGS - None
I) PUBLIC COMMENT
Robert Hartman, 226 Paradise Road: Mr. Hartman commented on the use of ring cameras for
safety. He suggested employee surveys and meetings for team building.
Brandon Russell, 132 Farm Road: Mr. Russell discussed the clogged drainage culvert being the
cause of flooding in his neighborhood, the plan to clear it, and his frustration about the situation.
Will Brown, 379 Stratford Avenue: Mr. Brown commented on increasing the police force.
J) LEGISLATION UNDER CONSIDERATION

A motion was made by Council President Hiob and seconded by Councilman Montgomery to
introduce Ordinance No. 25-O-13, Revision to the City's Election Laws (Emergency). The
motion carried by a vote of 3 – yes; 0 – no; 1 - absent.

Absent: Councilwoman Ridgley
A motion was made by Council President Hiob and seconded by Councilman Montgomery to
suspend the prohibition against passing an ordinance at the meeting it was introduced for
Ordinance No. 25-O-13, Revision to the City's Election Laws (Emergency). The motion carried
by a vote of 3 – yes; 0 – no; 1 - absent.

M) NEW BUSINESS
M.1 AMI Door Solution, Revised Preliminary Site Plan, #900 Beards Hill Road (For Approval)

Mitch Ensor with Bay State Land Services, Forest Hill, MD, stated that AMI Door Solution was
a family operated business. The plan was for an 11,200 square foot addition to the existing
building at 900 Beards Hill Road. Compliance was met and a parking impact analysis was done.
Stormwater management water quality needs were met as required by Public Works. The
proposed expansion would add two loading bays and overhead doors on both ends for drive-in
capabilities. The Planning Commission recommended approval at their August 13, 2025
meeting. Council discussion followed.
A motion was made by Councilman Lindecamp and seconded by Council President Hiob to
approve the Revised Preliminary Site Plan, #900 Beards Hill Road. The motion carried
by a vote of 3 – yes; 0 – no; 1 - absent.

N) UPDATES FROM STAFF
Chief Trabert discussed other police departments in other jurisdictions of similar populations for
comparison purposes in anticipation of Aberdeen's future growth. Council discussion followed.
The Mayor discussed a visit and tour of Aberdeen by members of the Department of Housing
and Community Development (DHCD) to showcase the various projects in the City for future
funding. The City participated in the DHCD application process for revitalization purposes.

Steve Horne, Chair of the Economic Development Commission, discussed the success of the
annual Mermaid Festival. There would also be an Oktoberfest and an Italian Festival.
The Mayor explained that the Farm Road flooding matter would be fixed by City crews although
it was not determined to be the responsibility of the City. He reported that the water tank near the
stadium on Rt. 22 and Long Drive was under construction.
O) PUBLIC COMMENT
Brandon Russell, 132 Farm Road: Mr. Russell was appreciative for clarification on the flooding matter.
P) BUSINESS OF MAYOR AND COUNCIL (with Liaison Reports)
Councilman Montgomery discussed a meeting with Aberdeen Proving Ground, Aberdeen
Chamber of Commerce, the Council work session, the Swan Meadows project, a Highland
Commons visit, and other community events. Councilman Lindecamp commented on the
information about police calls for service. Council President Hiob reminded the Council to
prepare their legislative bond requests for the Maryland General Assembly session to begin in
2026. The Mayor reported that the Aberdeen Historical Museum signed a lease and moved in the
back of the Famous & Spang building.
