CITY OF ABERDEEN Council Meeting September 22, 2025 A) CALL TO ORDER The Mayor called the Council Meeting to order at 7:04 p.m. in the Council Chambers. B) ROLL CALL Present: Mayor Patrick McGrady Councilman Timothy Lindecamp Councilman William Montgomery, III Councilwoman Tandra Ridgley Absent: Council President Adam Hiob Also Present: Phyllis Grover, Director of Planning and Community Development; Henry Trabert, Chief of Police; Opiribo Jack, Director of Finance; Elizabeth Ward, Recorder C) OPENING PRAYER The opening prayer was given by Pastor Don Dove, Living Hope Presbyterian Church. D) PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA The Pledge of Allegiance was led by Mayor McGrady. E) APPROVAL OF MINUTES E.1 September 8, 2025 Council Meeting 2025-09-08 Council Meeting Minutes.pdf A motion was made by Bill Montgomery and seconded by Tandra Ridgley to approve the minutes of the September 8, 2025 Council Meeting. The motion carried by a vote of 3 – yes; 0 – no; 1 - absent. Howard Street Lease and Purchase Option [2nd meeting] Ordinance No. 25-O-14, 18 N. Howard Street Lease and Purchase Option for Public Hearing.pdf Robert Hartman, 226 Paradise Road: Mr. Hartman commented on the money used for the purchase of the property. I) PUBLIC COMMENT William Whitman, 924 Edmund Street: Mr. Whitman commented on a water issue on his street and future maintenance plans. Robert Hartman, 226 Paradise Road: Mr. Hartman commented on his observation of marijuana use in public and that Aberdeen should do something about it. Amy Lindecamp, 111 Edmund Street: Ms. Lindecamp commented about her concerns with the Aberdeen Police Department and her recent interaction with them. J) LEGISLATION UNDER CONSIDERATION - None K) PENDING LEGISLATION K.1 Ordinance No. 25-O-14, 18 N. Howard Street Lease and Purchase Option The Council discussed the lease, how the commercial rent was set, and the escrow account. L) UNFINISHED BUSINESS - None M) NEW BUSINESS - None N) UPDATES FROM STAFF Vickie Horne, Aberdeen Main Street Coordinator, commented on the success of the Aberdeen Chamber of Commerce Oktoberfest, Main Street improvements made at Festival Park, and the Christmas Street activities. Ms. Grover added that there was $850,000 worth of grants toward Aberdeen Main Street improvements. She reported on the Amtrak train station improvement project and the Station Square project. Chief Trabert discussed a future ordinance to help with open container laws and the consumption of alcohol outside of sanctioned events with a permit. Signs would be prepared for display in the park for this and other enforcement matters. 2025-09-22 Council Meeting Page 3 of 3 O) PUBLIC COMMENT There was no public comment. P) BUSINESS OF MAYOR AND COUNCIL (with Liaison Reports) The Council remarked on Parks and Recreation activities, the Oktoberfest, the Italian Festival, America's 250th Anniversary planning committee, a future presentation on weatherization by BGE, security cameras for Festival Park, the Watchtower Brewing Company construction, the Aberdeen Chamber of Commerce meeting, the Keep Aberdeen Beautiful work, Highland Commons meeting, Aberdeen East Action Committee meeting, Heritage Trust meeting, the Activity Center plan, Aberdeen Police manning, and City building roof repairs.
