A) CALL TO ORDER
The Mayor called the Council Meeting to order at 7:00 p.m. in the Council Chambers.

C) OPENING PRAYER
The opening prayer was given by Pastor Don Dove, Living Hope Presbyterian Church.
D) PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA
The Pledge of Allegiance was led by Councilwoman Tandra Ridgley.

G.1 Retirement Proclamation for Department of Public Works for Ty Bledsoe
The Mayor and Council recognized Ty Bledsoe, Department of Public Works employee from the
Water/Wastewater Operations Department with a proclamation upon his retirement for over 25
years of service.
G.2 Aberdeen Economic Development Commission Annual Report - Steve Horne, Chair
EDC Annual Report FY 2025.pdf
Steve Horne, Chair of the Economic Development Commission, presented the Commission's FY
2025 Annual Report. He discussed the Commission's purpose, plans, objectives,
accomplishments, and recommendations to the Council.

Robert Hartman, 226 Paradise Road: Mr. Hartman suggested adding exceptions to the ordinance.
I) PUBLIC COMMENT
Robert Hartman, 226 Paradise Road: Mr. Hartman discussed tire businesses with tires left
outside which was a breeding ground for mosquitoes.
Joe Fino, 22 Howard Street: Mr. Fino discussed the formation of the Watchtower Brewing
Company.
J) LEGISLATION UNDER CONSIDERATION - None
K) PENDING LEGISLATION
K.1 Ordinance No. 25-O-15, Prohibition Against Possession of Open Containers and Public
Consumption of Alcoholic Beverages
The Council discussed the idea of exceptions to the ordinance.

M) NEW BUSINESS
M.1 Overhead Doors for WWTP (For Approval)

A motion was made by Council President Hiob and seconded by Councilman Lindecamp to
award the bid for replacement of overhead doors at the Water/Wastewater Plant, 361 Michaels
Lane, Aberdeen, MD, 21001, to Overhead Door Company of Baltimore, Inc., 3501 Century
Avenue, Baltimore, Maryland, 21227, in the amount of $40,160. The motion carried by a vote
of 4 – yes; 0 – no.

Councilman Wassum

N) UPDATES FROM STAFF
Ms. Grover reported that the City received an annual award from Harford County Government
for the Community Development Block Grant Funds. The request for proposal for the
architectural and design services on the Aberdeen Train Station Square project was out for bid.
Vickie Horne, Aberdeen Main Street Coordinator, reported on Main Street and Chamber of
Commerce events.
O) PUBLIC COMMENT
Beth Boyson, 631 Westwood Drive: Ms. Boyson announced local events.
P) BUSINESS OF MAYOR AND COUNCIL (with Liaison Reports)
The Council commented on their meetings and activities which included: the Aberdeen Chamber
of Commerce, DPW recognition breakfast, Harford County Emergency Operations, Keep
Aberdeen Beautiful, Parks and Recreation, Aberdeen High School sports, housing needs
meeting, etc. They discussed the Planning Commission projects, the EDC report and other
Aberdeen projects. The Mayor commented on revitalization projects underway and congratulated
the owners of Watchtower Brewery upon their opening.
