CITY OF ABERDEEN Work Session December 8, 2025 A) CALL TO ORDER Mayor McGrady called the work session to order at 6:00 p.m. in the second floor administrative conference room. B) ROLL CALL Present: Mayor Patrick McGrady; Council President Adam Hiob; Councilman William Montgomery, III; Councilwoman Tandra Ridgley; Councilman Darin Wassum Also Present: Phyllis Grover, Director of Planning & Community Development; Henry Trabert, Chief of Police; Beth Boyson, Planning Commission Chair; Christiana Duffield, Recorder C) BUSINESS TOPICS C.1 Discussion of Ordinance No. 25-O-16, Development Code Revision Ordinance No. 25-O-16, Development Code Revision with Exhibits.pdf Executive Summary - Development Code Amendments.pdf Phyllis Grover and Beth Boyson explained that the Planning Commission had been working on amendments to the Development Code. They recommended that the Council review and act on the changes as submitted by way of ordinance. The amendments discussed by the Council included zoning districts, critical areas, lot requirements, new dwelling types, requirements for parking, non-tidal wetland bumpers, open space, panhandle lots, overlay district architectural review, sign regulations, institutional facilities, temporary uses, the new section added section 235-12, accessory use structures, dwelling units, lot lines/setbacks, places of religious worship and homeless shelter warming stations definitions, M-1 buffers, APFO requirements and stormwater management relative to projects, etc. Council President Hiob commented on the Council liaisons to be presented at a regular Council meeting. The Mayor suggested Councilmembers use a liaison form for reporting purposes instead of verbal reports at Council meetings.
