1. Call to Order and Announce a Quorum is Present.
2. Pledge of Allegiance.
3. Public Recognition.
3.1 Presentation of a Proclamation by the Office of the Mayor.

4. Citizens' Comments.
[The City Council invites citizens to speak to the Council on any topic not on the agenda or not
already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting
Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker,
not to exceed a total of fifteen minutes for all speakers.]
5. Consent Agenda.

5.1 Approve minutes from the December 12, 2023, Regular City Council Meeting.
5.2 Accept a resignation from Philip Brewer and declare a vacancy in Place No. 5 on the Parks
and Recreation Board.
5.3 Accept a resignation from Ken Cook and declare a vacancy in Place No. 3 on the Planning
and Zoning Commission.
5.4 Receive the Quarterly Financial Report for period ending September 30, 2023.
5.5 Receive the Quarterly Investment Report for period ending September 30, 2023.
5.6 Motion to set Friday, March 1, 2024, as the date for the Strategic Planning Session with City
Council.
6. Regular Agenda.
6.1 Conduct a Public Hearing and adopt an Ordinance to establish a Planned Development with a
base zoning of Light Industrial, regulating the development and use of 14.048+/- acres, on
Lot 1, Block 2, Millennium Business Park. [Strike Photonics]
6.2 Conduct a Public Hearing and adopt an Ordinance to amend Planned Development No. 4
with a base zoning of Community Facilities, regulating the development and use of a
1.9989± acres in the Rufus Sewell Survey, Abstract No. 875, generally located on the east
side of Greenville Avenue and 500 feet north of the intersection of Greenville Avenue and
Ridgemont Drive. [Allen Self-Storage]
6.3 Conduct a Public Hearing and adopt an Ordinance to establish a Planned Development with a
base zoning of Single-Family Residential R-5, regulating the development and use of
34.050± acres in the Jesse H. Gough Survey, Abstract No. 347, generally located on the
northeast corner of Custer Road and McDermott Drive. [Custer Ridge Estates]
