AGENDA CITY OF ALLEN CITY COUNCIL REGULAR MEETING TUESDAY, FEBRUARY 27, 2024 – 7:00 PM COUNCIL CHAMBERS ALLEN CITY HALL 305 CENTURY PARKWAY ALLEN, TEXAS 75013 1. Call to Order and Announce a Quorum is Present. 2. Pledge of Allegiance. 2.1 Members from Cornerstone Ranch to lead the Pledge of Allegiance. 3. Public Recognition. 3.1 Presentation of Proclamations by the Office of the Mayor. Developmental Disabilities Awareness Government Communicators 4. Citizens' Comments. [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.] 5. Consent Agenda. [Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.] 5.1 Approve minutes from the January 23, 2024, Regular City Council Meeting. 5.2 Adopt a Resolution authorizing the City Manager to execute an Advance Funding Agreement (AFA) with the State of Texas acting by and through the Texas Department of Transportation approving the terms and conditions for funding traffic signal safety improvements. 5.3 Adopt a Resolution authorizing matching grant funds for the State and Local Cybersecurity Grant Program for the Penetration Test Assessment project. 5.4 Adopt a Resolution authorizing matching grant funds for the State and Local Cybersecurity Grant Program for the .gov Migration project. 5.5 Adopt a Resolution authorizing matching grant funds for the State and Local Cybersecurity Grant Program for Hardened Firewall Configurations. 5.6 Adopt a Resolution authorizing matching grant funds for the State and Local Cybersecurity Grant Program for Cyber Incident Forensic Response Training. 5.7 Authorize the City Manager to execute an agreement with MARS Company for mobile large water meter test equipment, software, and services for $240,061. 5.8 Award Bid and authorize the City Manager to execute agreements with Roadmaster Striping, LLC, and Traffic Highway Maintenance, LLC for pavement marking services and roadway striping for an annual amount of $450,000 with a renewal option of three additional one-year terms. 5.9 Authorize the City Manager to execute a four (4) year Dell Flex Lease Purchase Schedule, subject to a Master Lease Agreement between Dell Financial Services and the State of Texas through the Department of Information Resources for computer equipment and services for $170,779 annually. 6. Regular Agenda. 6.1 Conduct a Public Hearing and adopt an Ordinance to amend the Allen Land Development Code by (a) amending Section 4.08.19 of the Allen Land Development Code to establish a new Civic Overlay District within the Downtown District, and amending or adding various regulations within said section to provide for the development and use of the property within the Civic Overlay District; and (b) amending Appendix “A” of the Allen Land Development Code to establish a new definition for a “Public Safety Facility.” [ALDC - Downtown District Civic Overlay] 7. Other Business. [Council announcements regarding local civic and charitable events, meetings, fundraisers, and awards.] 7.1 Calendar. March 1, 2024 - City Council Strategic Planning Session, Stephen G. Terrell Recreation Center - 8:30 a.m. 7.2 Items of Interest. 8. Executive Session (As needed). Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein. (Closed to Public as Provided in the Texas Government Code.) 8.1 Pursuant to Texas Government Code Section 551.087 - Economic Development Deliberations: The development located at the southeast corner of State Highway 121 and Alma Drive, known as the "HUB." 9.
