Call to Order and Announce a Quorum is Present. 2. Pledge of Allegiance. 3. Public Recognition. 3.1 City of Allen 2023 Excellence in P.R.I.D.E. (People First, Respect, Integrity, Deliver, and Excel) Award Winners. 3.2 Purchasing Division Receipt of the 2023 Achievement of Excellence in Procurement Award. 4. Citizens' Comments. Items may be removed for open discussion by a request from a Councilmember or member of staff.] 6.1 Approve minutes from the March 12, 2024, Regular City Council Meeting. 6.2 Award Bid and authorize the City Manager to execute an agreement with Central North Construction, LLC for the 2024 Median Landscape Improvements Project for $1,745,191. 6.3 Award bid and authorize the City Manager to execute an agreement with Lawn Star Landscape Limited Company for Enhanced Landscaping Services for an amount not to exceed $440,924, with the option of two (2) one-year renewals. 7. Regular Agenda.  7.1 Conduct a Public Hearing and adopt an Ordinance establishing Standards of Care necessary for a daycare licensing exemption for youth camp programs operated by the Allen Parks and Recreation Department. 8.
