4. Citizens' Comments.
[The City Council invites citizens to speak to the Council on any topic not on the agenda or not
already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting
Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker,
not to exceed a total of fifteen minutes for all speakers.]

6. Consent Agenda.
[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be

6.1 Approve minutes from the April 9, 2024, Regular City Council Meeting.
6.2 Adopt a Resolution authorizing the City Manager to apply for, accept, reject, alter, or
terminate a grant from the State of Texas, State Crisis Intervention Grant Program, to fund a
S.T.O.P. Docket Coordinator/Case Manager, Docket Defense Attorney, and related mental
health and substance abuse treatment services for Adult and Juvenile Defendants.
6.3 Award bid and authorize the City Manager to execute an agreement with Cardinal Strategies
Construction Services, LLC, to design and construct the 2024 Creek Bank Stabilization
Project for $556,570.
6.4 Award bid and authorize the purchase of tires for fleet vehicles with Blagg Tire Wholesale,
Craig’s Car Care, Goodyear Commercial Tires, Southern Tire Mart, and T&W Tires LLC for
an estimated annual amount of $175,000, with the option of four (4) one-year renewals.
6.5 Authorize the City Manager to execute an agreement with WeBuildFun, Inc., to purchase and
install spectator shade at Bolin Park for $129,831.
6.6 Authorize the purchase of fourteen (14) Chevrolet Tahoe police pursuit vehicles from
Caldwell Chevrolet and emergency equipment from Priority Public Safety for a total of
$1,026,200.
6.7 Accept the resignation of Isaac Williams and declare a vacancy in Place No. 1 on the Board
of Adjustment, Building and Standards Commission, and Sign Control Board.
6.8 Declare a vacancy in Place No. 6 on the Animal Shelter Advisory Committee.

relating to the use of a building located on Lot 2, Greenway-Allen Retail Addition,
commonly known as 605 West McDermott Drive. [SUP 125 - Ownership Clause]
7.3 Appoint to Fill a Vacancy in Place No. 1 on the Board of Adjustment, Building and
Standards Commission, and Sign Control Board.
7.4 Commemoration of May 6 with a Citywide Moment of Silence and Flag Lowering of City of
Allen Flags.
