1. Call to Order and Announce a Quorum is Present.
2. Pledge of Allegiance.
3. Public Recognition.
3.1 Presentation of a Blue Star Flag to Family Members of Allen Service Personnel Currently
Serving in the U.S. Armed Forces.
4. Citizens' Comments.
[The City Council invites citizens to speak to the Council on any topic not on the agenda or not
already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting
Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker,
not to exceed a total of fifteen minutes for all speakers.]
5. Presentations from Boards, Commissions, and Committees.
5.1 Allen Convention and Visitors Bureau Advisory Board Annual Report.
5.2 Library Board Annual Report.
6. Consent Agenda.
[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be
removed for open discussion by a request from a Councilmember or member of staff.]
6.1 Approve minutes of the May 13, 2024, Special Called City Council Meeting to canvass the
election results.
6.2 Approve minutes from the May 14, 2024, Regular City Council meeting.
6.3 Adopt an Ordinance amending the Code of Ordinances of the City of Allen Chapter 9,
"Motor Vehicles and Traffic," by repealing Article XV, "Automated Red Light
Enforcement."
6.4 Adopt an Ordinance amending the Code of Ordinances of the City of Allen Chapter 2,
"Administration," Article II, "Police" by repealing Section 2-21, "Personnel Policy."
6.5 Adopt an Ordinance amending the Code of Ordinances of the City of Allen Chapter 10,
"Offenses-Miscellaneous," by adding Article VIII, "Noise."
6.6 Authorize the City Manager to execute an agreement with Allied Universal Technology
Services for the purchase of Video Surveillance and Intrusion Detection Equipment at city
water facilities for $188,771.
6.7 Authorize the City Manager to execute an agreement with Canary Construction, Inc., for the
repair of Sanitary Sewer Manholes along Creekway Drive for $429,100.
6.8 Authorize the City Manager to execute a First Amendment to the agreement with Innovative
Solutions Advisors, LLC dba Stadium People and Stadium People by Innovative for Guest
Services and Security at Credit Union of Texas Event Center by $280,065 for FY24 and
FY25.
6.9 Authorize the City Manager to execute a First Amendment to the agreement with Arch
Staffing Group, Inc., for food and beverage labor at Credit Union of Texas Event Center by
$198,654 for both FY24 and FY25.
6.10 Authorize an increase in annual expenditure for Production Services labor at Credit Union of
Texas Event Center by $285,000 for both FY24 and FY25.
6.11 Accept the resignation of Jill Kelley and declare a vacancy in Place No. 4 on the Parks and
Recreation Board.
7. Regular Agenda.
7.1 Award Bid and Authorize the City Manager to execute an agreement with Fransen Pittman
General Contractors for construction of the Allen Public Library for $16,330,149 and approve
a project budget of $19,994,392.
7.2 Conduct a Public Hearing and adopt an Ordinance to amend the Allen Land Development
Code by amending Section 7.08, "Performance Standards" to delete subsection 7.08.4.a,
“Noise” in its entirety; by amending Section 6.06.10 “Wind Energy Systems” to delete
subsection 3(d) “Sound Emissions” in its entirety; by amending Appendix A “Definitions” by
amending the definition of “Performance standards” to delete the definition of "Noise" and
various additional terms defined under the definition of “Noise”. [ALDC Amendment - Noise
Regulations]
7.3 Conduct a Public Hearing and adopt an Ordinance to amend Planned Development No. 92
with a base zoning of Corridor Commercial, regulating the development and use of Lot 8,
Block B, Starcreek Commercial. [Watterscape Signage]
7.4 Conduct a Public Hearing and adopt an Ordinance to amend Planned Development No. 45
with a base zoning of Shopping Center, regulating the development and use of Lot 2, Block
B, Stacy Green. [CosMc's]
8. Other Business.

8.1 Calendar.
June 3-11 – Early Voting Period for City of Allen Runoff Election
June 15 – Election Day, 7 a.m. - 7 p.m.

9. Executive Session (As needed).
Legal, Section 551.071.
As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting
and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of
Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein.

9.1 Reconvene and consider action on items resulting from Executive Session.
