1. Call to Order and Announce a Quorum is Present.
2. Pledge of Allegiance.
3. Public Recognition.
4. Citizens' Comments.
[The City Council invites citizens to speak to the Council on any topic not on the agenda or not
already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting
Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker,
not to exceed a total of fifteen minutes for all speakers.]
5. Consent Agenda.
[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be
removed for open discussion by a request from a Councilmember or member of staff.]
5.1 Approve minutes of the June 24, 2024, Special Called City Council Meeting to canvass the
Runoff Election results.
5.2 Approve minutes of the June 25, 2024, Regular City Council Meeting.
5.3 Consider all matters incident and related to the issuance and sale of City of Allen, Texas,
General Obligation Improvement and Refunding Bonds, Series 2024, including the adoption
of an Ordinance authorizing the issuance of such Bonds, establishing parameters for the sale
and issuance of such Bonds and delegating certain matters to authorized officials of the City.
5.4 Adopt a Resolution and authorize the City Manager to enter into an Interlocal Agreement
with the Town of Fairview for the City of Allen to provide Retail Water Services to
Creekwood Development Partners, LLC, for a proposed residential neighborhood of new
homes in the Town of Fairview.
5.5 Adopt a Resolution and authorize the City Manager to execute a Reimbursement Agreement
for the furnishing of traffic signal equipment by a Municipality, by and between the State of
Texas, acting by and through the Texas Department of Transportation.
5.6 Authorize the City Manager to execute an agreement with Silk Worldwide, Inc., dba Wilson
Amplifiers, through a General Services Administration (GSA) contract for the installation of
a cellular amplification system at Stephen G. Terrell Recreation Center for $133,577.
6. Regular Agenda.
6.1 Conduct a Public Hearing and adopt a Resolution approving the 2024 Annual Action Plan for
the Community Development Block Grant (CDBG) Program.
6.2 Conduct a Public Hearing and adopt an Ordinance for a Specific Use Permit authorizing a
"Fueling Station" use on a 22.427± acre tract of land in the John W. Roberts Survey, Abstract
No. 762 and the H. Seaborn & Robert T. Clements Survey, Abstract No. 879, generally
located at the southeast corner of Stacy Road and SH 121. [Costco Warehouse - Fueling
Station]
7. Other Business.

8. Executive Session (As needed).
Legal, Section 551.071.
As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting
and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of
Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein.
(Closed to Public as Provided in the Texas Government Code.)
8.1 Executive Session pursuant to Texas Government Code, Section 551.087 for Economic
Development Deliberations, to discuss economic development incentives for State Highway
121 retail projects.
8.2 Reconvene and consider action on items resulting from Executive Session.
9. Adjournment.
