AGENDA CITY OF ALLEN CITY COUNCIL REGULAR MEETING TUESDAY, JULY 23, 2024 – 7:00 PM CITY COUNCIL CHAMBERS ALLEN CITY HALL 305 CENTURY PARKWAY ALLEN, TEXAS 75013 1. Call to Order and Announce a Quorum is Present. 2. Pledge of Allegiance. 3. Public Recognition. 4. Citizens' Comments. [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.] 5. Consent Agenda. [Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.] 5.1 Approve minutes of the July 9, 2024, Regular City Council Meeting. 5.2 Adopt a Resolution and authorize the City Manager to execute an Advance Funding Agreement with the State of Texas acting by and through the Texas Department of Transportation approving the terms and conditions for funding traffic signal safety improvements. 5.3 Adopt a Resolution and authorize the City Manager to execute an Interlocal Agreement with the Allen Independent School District to lease D.L. Rountree Elementary School for temporary library services for an amount not to exceed $350,000. 5.4 Authorize the purchase of Asphalt Pavement Replacement Services with Reynolds Asphalt and Construction Company for the Asphalt Rehabilitation Project at Green Meadow Circle and Heather Glen Circle for $131,225. 5.5 Authorize the purchase of HVAC replacement equipment from FRG Holdings LLC, dba Facility Response Group for Credit Union of Texas Event Center for $586,000. 6. Regular Agenda. 6.1 Authorize the City Manager to execute an agreement with Flow-Line Construction, Inc., for the Timbercreek and Allenwood Watermain Replacement Project for $6,861,755. 6.2 Conduct a Public Hearing and adopt an Ordinance to amend Tract 5 of Planned Development No. 58 with a base zoning of Shopping Center, regulating the development and use of Lot 1, Block A, Allen High Point Addition. August 13 @ 5:30 p.m. - City Council Regular Meeting in the City Hall Council Chambers. August 13 @ 6 p.m. (or immediately following Regular City Council Meeting) - 1st Session of the Council Budget Workshop in the City Hall Basement Meeting Rooms. August 15 @ 6 p.m. - 2nd Session of the Council Budget Workshop in the City Hall Basement Meeting Rooms. August 17 @ 8:30 a.m. - 3rd Session of the Council Budget Workshop at the Hilton Garden Inn | Allen, 705 Central Expressway, Allen, Texas. 7.2 Items of Interest. 8. Executive Session (As needed). Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein. (Closed to Public as Provided in the Texas Government Code.) 8.1 Executive Session pursuant to Texas Government Code, Section 551.087 for Economic Development Deliberations, to discuss economic development incentives for State Highway 121 retail projects. 8.2 Reconvene and consider action on items resulting from Executive Session. 9.
