Items may be removed for open discussion by a request from a Councilmember or member of staff.] 5.1 Approve minutes of the August 13 2024, Regular City Council Meeting. 5.2 Approve minutes of the August 13, 2024, City Council Budget Workshop. 5.3 Approve minutes of the August 15, 2024, City Council Budget Workshop. 5.4 Approve minutes of the August 17, 2024, City Council Budget Workshop. 5.5 Adopt a Resolution amending authorized city representatives to conduct transactions and inquiries with Texas Local Government Investment Pools (TexPool). 5.6 Adopt a Resolution approving the City's Investment Policy governing the investment of municipal funds. 5.7 Receive the Quarterly Financial Report for period ending June 30, 2024. 5.8 Receive the Quarterly Investment Report for Period Ending June 30, 2024. 6. Regular Agenda.  6.1 Adopt a Resolution amending the City of Allen Fee Schedule for Building Permit and Land Development Permit Fees. 6.2 Authorize the City Manager to execute an agreement with McMahon Contracting LP, for the Chelsea Boulevard North Bound Extension Project for $2,972,056. 6.3 Authorize the City Manager to execute an agreement with Billingsley Allen TIF Ltd., to construct turn lanes along the Chelsea Northbound Extension Project and to reimburse the City of Allen $329,622.34. 6.4 Authorize the City Manager to execute an agreement with Orange Cat, Inc., for the design, fabrication, and installation of artwork at the Bark Yard for $350,000. 7. Other Business. [Council announcements regarding local civic and charitable events, meetings, fundraisers, and awards.] 7.1 Calendar. September 2 - Allen City Hall closed in observance of Labor Day. September 10 - Public Hearing date and scheduled vote regarding the Fiscal Year 2024-2025 City Budget. September 10 - Public Hearing date and scheduled vote regarding the Fiscal Year 2024-2025 City Tax Rate. 7.2 Items of Interest. 8. Executive Session (As needed). Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein.
