1. Call to Order and Announce a Quorum is Present.
2. Pledge of Allegiance.
3. Public Recognition.
3.1 Presentation of a Proclamation by the Office of the Mayor.

3.2 Recognition of former members of Board, Commission and Committee for their service to
the City of Allen.
4. Citizens' Comments.
[The City Council invites citizens to speak to the Council on any topic not on the agenda or not
already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting
Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker,
not to exceed a total of fifteen minutes for all speakers.]
5. Consent Agenda.
[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be
removed for open discussion by a request from a Councilmember or member of staff.]
5.1 Approve minutes of the September 24, 2024, Regular City Council Meeting.
5.2 Discuss, consider and take action to approve an agreement for professional collection
services for unpaid closed utility accounts with Linebarger Goggan Blair & Sampson, LLP,
as special counsel to perform all legal services necessary to collect the City's unpaid closed
utility accounts; and Resolution approving said agreement and authorizing the City Manager
to execute said agreement.
5.3 Consider and take action to approve an agreement for delinquent municipal court fines and
fees professional collection services with Linebarger Goggan Blair & Sampson, LLP, as
special counsel to perform all legal services necessary to collect unpaid fines, fees and court
costs as provided in the Texas Code of Criminal Procedure, Article 103.0031; and Resolution
approving said agreement and authorizing the City Manager to execute the Agreement on
behalf of the City.
5.4 Adopt a Resolution authorizing the provisions of Article 103.0031 of the Texas Code of
Criminal Procedure imposing a collection fee of thirty-percent (30%) to defray the costs of
collection on delinquent fines, fees, and costs imposed by the City of Allen, Texas.
5.5 Authorize the City Manager to purchase an ambulance from Frazer Ltd. through the Houston-
Galveston Area Council's (H-GAC) Cooperative Purchasing Program for $348,450.
5.6 Authorize the City Manager to purchase Nutanix Hyperconverged Infrastructure from FreeIT
Data Solutions, Inc., for the data center through the Texas Department of Information
Resources for $469,232.
5.7 Authorize the City Manager to execute a One-Year License Agreement with SideK Sports
Management, LLC, as a member of the Major Arena Soccer League (MASL) to play all
home games at Credit Union of Texas Event Center for the 2024-2025 Season.

and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of
Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein.
