AGENDA CITY OF ALLEN CITY COUNCIL REGULAR MEETING TUESDAY, DECEMBER 10, 2024 – 7:00 PM CITY COUNCIL CHAMBERS ALLEN CITY HALL 305 CENTURY PARKWAY ALLEN, TEXAS 75013 1. Call to Order and Announce a Quorum is Present. 2. Pledge of Allegiance. 3. Public Recognition. 4. Citizens' Comments. [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.] 5. Consent Agenda. [Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.] 5.1 Approve minutes of the November 12, 2024, Regular City Council Meeting. 5.2 Adopt a Resolution authorizing the City Manager to execute an Interlocal Agreement with the Town of Addison for co-location services of Data Center Space for improved disaster recovery and resiliency. 5.3 Adopt a Resolution appointing the Municipal Judge and Alternate Judges of the City of Allen Municipal Court and authorize the City Manager to negotiate and execute agreements relating to their appointments for a term of Two (2) Years, ending December 31, 2026. 5.4 Award bid and authorize the City Manager to execute an agreement with Amundson Plumbing LLC, for plumbing services for the City of Allen for $175,000 with options for two one-year renewal periods. 5.5 Authorize the City Manager to execute an agreement with Kimley-Horn and Associates, Inc., for the design of the Stacy and Custer Pump Station Improvements Project for $460,900. 5.6 Authorize the City Manager to execute a Software as a Service (SaaS) hosting agreement with Tyler Technologies for one year of subscription and services to migrate the Enterprise Permitting and Licensing Application to the AWS Cloud for $302,670.  5.7 Motion to Reappoint Kevin Hoffman, MD, as the Health Authority for the City of Allen in accordance with Section 121.021 of the Texas Health and Safety Code and authorize the City Manager to execute an agreement relating to his appointment for Period Ending December 31, 2026. 5.8 Receive the Quarterly Financial Report for period ending September 30, 2024. 5.9 Receive the Quarterly Investment Report for period ending September 30, 2024. 6. Regular Agenda. 6.1 Conduct a Public Hearing and adopt a Resolution adopting the 2023-2024 Comprehensive Annual Performance Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) Program. 6.2 Authorize the City Manager to execute an agreement with Apple Pavement Services, LLC, for the Heritage Parkway and Allen Heights Wastewater and Paving Improvements Project for $7,140,568. 6.3 Conduct a Public Hearing and adopt an Ordinance to amend Planned Development No. 54 with a base zoning of Corridor Commercial, regulating the development and use of Lot 5R, Block D, Bray Central One Addition. [Twin Creeks - Building Setback] 6.4 Conduct a Public Hearing and adopt an Ordinance to amend the zoning district for a 3.30± acre portion of Lot 3, Block 1, Bethany Pet Hospital, from Agricultural-Open Space to Single-Family Residential R-5, generally located north of Bethany Drive and 460± feet west of the Allen Heights Drive and Bethany Drive intersection. [755 Heritage Pkwy - Straight Zoning] 6.5 Conduct a Public Hearing and adopt an Ordinance to amend a portion of Planned Development No. 72 with a base zoning of Corridor Commercial by granting a change in zoning to Planned Development No. 40, with a base zoning of Corridor Commercial, and amending the development regulations thereof, regulating the development and use of a 20.288± acre tract of land situated in the H. Seaborn and R.T. Clements Survey, Abstract No. 879. [Cottonwood Creek Church - Signage] 6.6 Confirm the appointment of Councilmembers as Council Liaisons to the Planning and Zoning Commission and Parks and Recreation Advisory Board as nominated by Mayor Brooks. 7. Other Business. [Council announcements regarding local civic and charitable events, meetings, fundraisers, and awards.] 7.1 Calendar. December 25 and 26 - City Hall Closed for Christmas Holiday. January 1 - City Hall Closed for New Year Holiday. January 14, 2026 - next scheduled City Council Workshop and Regular Meeting. 7.2 Items of Interest. 8. Executive Session (As needed). Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein. (Closed to Public as Provided in the Texas Government Code.) 8.1 Reconvene and Consider Action on Items Resulting from Executive Session. 9. Adjournment.
