Lenski called the meeting to order at 7:31 p.m. REPORTS: Project and Grant Updates: B. Schwab updated that they have submitted the Wilke Rd Project with the multi-use side path for Phase 2 Design approval. She stated they are still shooting for summer of 2024 for construction. B. Schwab updated that they have received IDOT funding for the Windsor Road Diet which means Phase 2 (Design) and Phase 3 (Construction) are funded if Phase 1 (Preliminary Engineering) gets approved. Construction would be 2026/2027. Discussion followed about residents’ feelings towards project. B. Schwab explained problem with scheduling for the Resurfacing Project. They were on task to have Park Street totally resurfaced before start of the Community Bike Ride, but paving has now been rescheduled for Friday. B. Schwab will keep everyone informed in case Bike Route needs to be changed due to paving being rescheduled due to rain. Commission discussed possible alternate routes to Park Street. Commission asked B. Schwab about letter sent to VAH and whether or not there was a response. She shared it was sent and she received acknowledgement that it was received. OLD BUSINESS: Bike Arlington Community Bike Ride – May 20, 2023 R. Lenski stated we have all the vendors lined up. B. Schwab confirmed the following vendors will be present with tents/tables. Dicks Sporting Goods, AAA, VAH Police, Pace, VAH Bike Club (Bike check ups), VAH Library Book Mobile. B. Schwab went over set up instructions for vendors. Set up location etc. was discussed. Location is the parking garage side (North) of Eastman. Bike riders start ride and then vendors are allowed in for set up. VAH will have a bike corral with 6-8 bike racks with the corral to leave out for all festivals. No bikes are 1 allowed in Swing into Spring. Arrival times for commission was discussed. Weather canceling policy was discussed. As of today. There are 140 participants signed up for the ride as of today’s date. Target is 200 people. Food pick-up discussed. 8:30-9:00 am start time for Commission. Barriers, signage etc. discussed. Police are following behind riders and will be available for any accidents or emergencies, but 911 should be called after accessing situation. B. Schwab will send out an informational email to participants a couple days before ride. NEW BUSINESS: Discussion on new chair person. Discussion on bike maps on GIS. B. Schwab brought up the importance of having bike plan routes on a map. She stated former Chair person had all planned routes taken off map. She met with Congressman Quigley’s Director of Grants & Special Projects regarding the Com Ed bike path. He asked for a bike map and it was not there anymore. Com Ed bike path is being recommended for funding, a long way to go, but this is the closest we have ever come to getting any funds for this project. Lenski called the meeting to order at 7:30 p.m. APPROVAL OF MINUTES: N/A REPORTS: CHAIRPERSON’S REPORT: B. Schwab reported to the commission that she has submitted the membership dues for Ride Illinois and Active Transportation. R. Lenski began a discussion and outlined the 2024 budget expenses which are same as current and are $500 membership dues, $400 Education, Materials and Advertising, $700 Printing, $100 Photocopying, $200 Annual Bike Ride Event and $3000 for the installation of Bike Route Signs (2024 White Oak and Fernandez). $4900.00 total budget for 2024. R. Lenski said the library was thinking of doing an event with the BPAC in the fall at the Forest Preserve but the contact has not gotten back to him so they will scratch that for this year. Discussion followed about possible future events with the VAH Library. STAFF REPORT: Project and Grant Updates: B. Schwab went over project updates. The Wilke Road Resurfacing and Multi Use Path Project is being let in January and project is on track to start spring of 2024. This includes a multi-use side path and the location was discussed. Scope of work and tree removal/replacement discussed. Windsor Road Diet Proposed Project, she explained that they have successfully received ITEP funding, as well as TAP-L funding in addition to the funding they had in STP, so this project is very well funded. Construction would not be till 2026 or 2027. Project scope was discussed. Discussion followed on public meetings, format TBD. Goebbert Road Project did not get approved for TAP-L. Fernandez Avenue Reconstruction, she is putting together a proposed project that will be like the one they did on White Oak, bike lane with combined bike parking lane that would go from the Hospital to Victoria which is already a bike route. New bike plans proposed. She had a meeting with the new Assistant Director of the VAH Planning Department to go over new concepts that he would like to see on the South Corridor and how can we make the connection from Golf/Algonquin to Busse Woods. Com Ed Route, nothing official but it did make it to the next step in the Community Grant process, so it is progressing. OLD BUSINESS: 2023 Bike Ride: R. Lenski started discussion on how we thought it went. Consensus is that it went well. They liked having it alongside Swing into Spring. They discussed possibly changing distances to attract more families, etc., possibly have pacer riders, earlier start since there was actual traffic this year. B. Schwab said the number of riders was over 200 with many signing up on Friday night and Saturday morning. One complaint was bike traffic through the park. Dates for 2024 discussed. Tentative scheduled date of May 18, 2024. B. Schwab will confirm the date of the Special Events Committee Event. Praise given to the bike club for their help and presence. P. Schmelzer said they need more volunteers but that they were very happy to be part of the ride. Some collisions were discussed. R. Lenski asked to read and propose two letters. First letter to VAH Police, Chief Pecora, highlighted the Bicycle and Pedestrian Advisory Commission’s gratitude for the Police Department’s help and support in the 2023 Bike Ride. L. Sakata made a motion to approve and motion carried unanimously. Letter will be put on letter head by B. Schwab if appropriate and emailed to Chief Pecora. Second letter to the Arlington Heights Bicycle Club highlighted the Bicycle and Pedestrian Advisory Commission’s gratitude for the Bicycle Club’s help and support in the 2023 Bike Ride. D. Easley made a motion to approve and motion carried unanimously. Letter will be put on letter head by B. Schwab if appropriate and emailed to the Bicycle Club. NEW BUSINESS: R. Lenski stated that during the Plan Commission discussion it was stated that the bike parking is unnecessary because Golf Rd and Arlington Heights is too dangerous to bike. However, the BPAC would like to see future bicycle and pedestrian improvements in this corridor, specifically for a connection to Busse Woods along Golf Rd, so wants to have forward thinking and have future needs in mind when making decisions. P. Danko and L. Sakata both agreed that 47 parking spaces did seem like a lot. It was P. Danko’s recollection that that bike parking was supposed to be a percentage of required car parking spaces and not sure why there is this many required. J. Juffa stated that there is a disclaimer within the first paragraph of the ordinance that reads “However, if space is not available or feasible on a site to provide the required number of bicycle parking spaces, the Director of Planning may determine that fewer or no spaces be provided.” Which Juffa believes gives the Director of Planning the ability to waive or revise requirements, if needed. B. Schwab stated that Planning Department is looking to limit the number of variances needed to go before Plan Commission, so is asking that we look at having a cap on number of bike parking required. Schwab asked if there is a number of bike parking spaces that the BPAC would feel comfortable capping the requirement at for multi-tenant buildings. R. Lenski responded that 47 bike parking spaces sounds like a lot at first, but he said this number should be relative to the square footage of a building. The requirement does not sound as bad if it is a fairly large or long strip mall and there are eight racks of six placed throughout the strip mall. R. Lenski reiterated that there are currently no bike parking spaces at this large strip mall right now and does not think adding just one bike rack would be enough. L. Sakata asked if there is space to place bike racks in front of the shops. B. Schwab is not sure but did state they would only be located where ADA compliance could be maintained. P. Danko agreed with R. Lenski that one bike rack for that large of an area would not be enough. R. Lenski said 47 bike parking spaces sounds like a lot but 6 spaces do not sound like enough. P. Danko asked if a few groups of four spaces sounded sufficient. J. Virchow is concerned that the Plan Commission discussion is dismissing the need for bike parking at a location they are deeming is too congested for bicycles to navigate safely and not looking at potential future improvements that could promote or increase bicycle use in this area. Virchow further stated that it would not be possible to write an ordinance to cover every situation and he would prefer to leave the ordinance as is and at least make developers think about the need for bicycle parking and have to ask for a modification when needed. Virchow is concerned if we don’t include bike parking now, it will be much harder to push for it to be added later. Virchow thinks having bike parking makes it more desirable to bike there and there are residents that live very close to this area. L. Sakata stated that people do bike to places that are not necessarily considered bikeable. J. Juffa reminded the Bicycle and Pedestrian Commission that the Bicycle Parking Ordinance was modeled off of the car parking ordinance requirements and was designed to require bike parking to be 1/20th of required car spaces, so he is struggling to see how 47 bike parking spaces are required at this location. J. Virchow stated the occupancy of the restaurants is what is driving up the number of required bike parking spaces. J. Virchow stated that there is also a new proposed restaurant in an out building. J. Juffa stated that sit down restaurants do have a maximum number of 24 bike parking spaces. BPAC continued to discuss the various businesses that are going in and reviewed the requirements. J. Juffa stated based on 1/20th of the car parking spaces he is coming up with only 15 bike parking spaces not 47. D. Easley and P. Danko said that sounds much more reasonable. J. Virchow said the developer only wants to add 6 bike spaces. It was asked if it is possible that there was a misinterpretation of the code. B. Schwab said the she would need to look more into and was bringing the information she was provided by Planning Department staff and considers them the experts when interpreting the zoning regulations. J. Juffa stated that he feels the ordinance was written with very reasonable decision-making process with the Director of Planning having significant leeway and thinks we should maintain the ordinance as written. D. Easley agreed that the ordinance is future proofing to make sure sufficient bike parking is available. R. Lenski brought up one of Plan Commissioner Jensens’s comment that we required bike parking at a carwash only service station at one of the busiest and most dangerous intersections and nobody uses the bike rack. J. Juffa stated that the bike parking is there not only for customers but to ensure people who cannot afford cars are able to have a place to park their bike upon arriving at work. L. Sakata agreed that a carwash employee may need or want to ride their bike to work and should have bike parking available to them. P. Danko added that when writing the Bike Parking Ordinance, the BPAC did take into account who was going to a certain location and how they were getting there. As an example, bike parking was not required at electrical substations and water pumps because utility vehicles would be accessing those places. R. Lenski asked what the maximum number of parking spaces is required in the ordinance and J. Juffa responded a maximum of 24 spaces is required for a retail store. D. Easley asked if the ordinance requirements are based on an aggregate number for the entire strip mall. J. Juffa said we did not discuss that. L. Sakata stated that 47 bike parking spaces is probably twice as many as they really need. P. Danko agreed and said definitely more than 6 but less than 47 bike parking spaces. A resident that attended the BPAC meeting spoke and said he was at the Plan Commission meeting and he believed the determination of required bike parking was based off of square footage. The resident encouraged that the BPAC push back and require that the ordinance is followed as he does not think 6 bike parking spaces is sufficient for this location. B. Schwab stated that if the BPAC’s intention when writing the ordinance was to have the required bike parking spaces be 1/20th of the car parking spaces, then this should be clarified. J. Juffa agreed. J. Lenski said that is 15 bike parking spaces for the location in question. J. Juffa motioned that the Bicycle and Pedestrian Commission resolve that we recommend that we should install 1/20th of the proposed car parking spaces as bike parking spaces and that we remind our commissions that there is discretion that can be used by the Director of Planning which we trust with this process. L. Sakata seconded the motion and the motion carried unanimously. R. Lenski wanted to share what he learned from his June IDOT webinar on their initiative on VRU, Vulnerable Road Users which are pedestrians, cyclists, walkers, nonmechanical. IDOT is steering/planning etc. towards VRU’s and their goal and vision is zero fatalities with new signage, safer speeds and planning for funds available to make roads safer. They want to design the roads towards safe cycling and prioritize BRU’s. R. Lenski wanted to propose that VAH promotes and participates in this initiative. B. Schwab explained that they already have been doing so. Discussion continued on IDOT’s Federal Safe Streets For You program with five million dollars budgeted for this. B. Schwab mentioned that some of the grants they have received were highly scored because they had bike safety elements in place. Final topic of meeting was about collaboration with the Arlington Heights Bicycle Club. P. Schmelzer spoke. He explained that the Bicycle Club has participated for many years in the Bike Swap. He is looking for ideas on community events. He explained they used to host the Arlington 500 that was at one time 200 riders that were open road training. Participating in the Bike Swap now since it is their only fundraising event is what keeps them funded. He brought up possible events such as community park to park rides, library involvement, Park District and Police Department collaboration. He asked R. Lenski if he could attend one of their Club meetings. He mentioned the Ride Illinois Event the week of 9/8 through 9/17 that is part of the “Let’s Ride” program. They are asking communities to participate with organized bike rides. He talked about the 3rd Wednesday of May “Ride of Silence” ride where they have had 20-40 riders riding in silence with the Police Department’s help. The commission stated that the BPAC is happy to join forces with the Bicycle Club. B. Schwab explained the new VAH ordinance that allows PD to issue citations to cyclists for offenses. Also, it is now illegal for cyclists to ride through festivals (ex. Alfresco). The purpose of the citation is not to make money but instead to educate. Violators can take the Bike Safety quiz and then the citation goes away. PUBLIC COMMENT: K. Moens asked that we have Police Department focus more on the safety of the street for cyclists, especially speeding, and ticket cars that park in bike lanes. Lenski called the meeting to order at 7:33 p.m. REPORTS: Chairperson Report: R.Lenski talked about the request from Active Transportation to have support from communities to get IDOT to adopt the NATCO Guidelines. C. Obodzinski stated that Active Transportation has sent a letter to IDOT asking different communities and commissions to sign on in support with a letter to look past AASHTO and go with NATCO Guildelines. R. Lenski asked if the BPAC is allowed to send such a letter. C. Obodzinski said that letter had already been sent because of the 9/26/23 deadline. Question for B. Schwab on who has permission to send such a letter. She said the process would be for BPAC to motion to support the initiative and then recommend the Village Board to support. R. Lenski explained that the AHML (Contact, Nikki Camp) would like to do some events with BPAC possibly in January or February of 2024. Possibly a bicycle seminar or talk. R. Lenski said he could do something on safety. Discussion went into ideas for presentations, ex. Cycle history, cycling in Chicago, repair, safety. R. Lenski told everyone to look for an email from him on subject in December. OLD BUSINESS: D. Hoscilo shared the only item of old business was the review Arlington Town Square’s requirements as per the letter specified in the ordinance. He has spoken to B. Schwab and the way the Planning Department understands the written rules is there are no requirements for bicycle parking based on square footage. They were applying the minimums expressed in the ordinance which is 47 spaces. B. Schwab came up with 21 spaces required for the development in her calculations. D. Hoscilo said Planning wants clarification from BPAC on what the intention is for the rules and how should they be interpreted. R. Lenski remembered that B. Schwab wanted an official response from BPAC and she gave them three options. 1) Base the bike parking on 1/20th of the required parking spots. 2) As Planning suggests, require bike parking spaces in the aggregate. 3) In multi-tenant buildings eliminate minimum requirements and 1 calculate what would be required per tenant. R. Lenski shared he would agree with option #1. Discussion followed. B. Schwab arrived at 7:45pm and shared that BPAC wrote the bicycle parking ordinance with the car parking in mind but it does not specify car parking. Planning wants to know the BPAC’s intention and clarification is needed. Discussion followed. B. Schwab said that Planning suggests we lump all business type/uses together and then calculate requirements which is Option #2. R. Lenski agreed. D. Hoscilo suggested in the future they amend it for ADA requirements. TBD C. Obodzinski made Motion to proceed with Option #2. All in favor. Motion passed. NEW BUSINESS: Bike Arlington Community Bike Ride 2024 R. Lenski stated he talked to the Special Events Commission and their date for Swing into Spring is the same as our potential one for the Bike Ride, 5/18/24. He said they thought it is a great partnership. Their event will be held at North School Park. They are open to working together again. If we do work with them again, the start/finish of the Bike Ride would be downtown and we would need to work around the farmer’s market. C. Obodzinski reminded Commission that the partnership worked out great last year. Discussion followed. Ride route TBD. Motion made to set Bike Ride for 5/18/24 and to start/end at North School Park. Motion passed. R. Lenski brought up wanting to get advertised in the Park District’s catalogs, but has not been able to get ahold of anyone. This would not be a sign up, but more of a “Save the Date.” D. Hoscilo mentioned that he had the AH Park District’s Director of Parks and Facilities’ contact info and would send to R. Lenski. They will also contact Avis Meade at the AH Village Manager’s Office for a contact source. After some discussion they found the Swing into Spring main contact was Carrie Boyle. PUBLIC COMMENT: Unknown resident asked about tents at the Bike Ride and whether or not Police would be involved for the Ride. Discussion. REPORTS: CHAIRPERSON’S REPORT: March 11, 2024 Committee-of-the-Whole meeting – Windsor Drive Road Diet Project: R. Lenski expressed that B. Schwab did an amazing job of explaining project, answering questions, etc. Some of the resident comments were both positive and negative. Some of the comments/concerns were the following: people didn’t believe that bikes were rode on streets, push for off-street bike path instead, flashing lights, cost, etc. B. Schwab showed the Commission how to access the project information on the Village website. She received 90 total comments and she is aware of a social media post that went viral that had misinformation. She spent a lot of time responding to comments on that misinformed post. She explained that we are in Phase 1 and we are ready to submit to the State. Discussion followed about project benefits. Because of the grants that are tied to the project, the Village will have to pay less out of pocket. B. Schwab went over grant info. R. Lenski asked if the BPAC should draft a letter or response to the Village Board as to their position and feelings about the project. B. Schwab thought that was appropriate. They can vote as a commission as to their stance on the project and let the Village Board know their opinion. P. Schmelzer, expressed his support of the project. R. Lenski said he would draft a letter and it can be approved to be sent at next meeting. 1 J. Juffa made motion to approve drafting the letter in strong favor of the project with the road diet. Seconded by D. Easley. All in favor, motion passed. STAFF REPORT: B. Schwab introduced and welcomed new VAH Civil Engineer, Tommy Sakkos. He comes to VAH from Highland Park and has been part of a similar commission. T. Sakkos will be B. Schwab’s back up and possibly will be transferring her role on the BPAC to him. B. Schwab goes over projects. Projects: Windsor Road Diet: (spoke earlier) Also, Sergeant R. Mandel expressed he is in favor of the project especially in a traffic perspective. Wilke Rd Resurfacing and Multi Use Path Project: Explained specs. Euclid Resurfacing: Will have some pedestrian and ADA improvements. Fernandez Ave: Has been added to Reconstruction project for this year. Excitement expressed over getting the Com Ed grant, $480,000.00 for proposed bike path project. OLD BUSINESS: Bike Arlington Community Bike Ride 2024, May 18, 2024 R. Lenski shared details. J.Juffa put together the potential race routes. He explained details of the routes and length which is a bit shorter this year. Decided route and set up area would be the same as 2023. Discussion on some road repairs needed and street to reroute due to reconstruction. AH Bike Club will help and serve this year. Discussion on vendors and tents for 2024. They will reach out to Velofix (Phil) and Village Cycle (Russ) to see if they are available to be there. Race registration at 9:30 a.m. Race start at 10:15 a.m. Set up discussed. D. Easley volunteered to do the snacks. (bars and bananas) Same communication avenues will be used to promote ride. B. Schwab has requested the bike racks. Online sign up again this year and will have volunteers there for in-person sign up the day of the ride. Signage discussed. Discussed Police involvement. NEW BUSINESS: Sergeant Mandel mentioned “walk your wheels” sidewalk decals. PD’s vehicle graphic vendor made samples for him. He suggests putting these in areas upon entering Alfresco. He would like to see this happen in the Spring. They are not sure if they need an ordinance to install the decals. BPAC agrees with this and would like to proceed. PUBLIC COMMENT: Keith Moens expressed that he was in attendance at Monday night’s Committee-of-the-Whole meeting and he is in favor and supports the proposed Windsor Rd Diet Project, that safety is definitely an issue and would like a speed policy from the Village Board. Arlington Heights Bike Club events discussed by P. Schmelzer and would like help promoting. OTHER BUSINESS: Next meeting is scheduled for Thursday, April 25, 2024. ADJOURNMENT: L.
