MINUTES OF THE OPEN MEETING OF THE FIRE & POLICE COMMISSION OF THE VILLAGE OF ARLINGTON HEIGHTS HELD IN THE HR CONFERENCE ROOM ON MAY 14, 2025 Commissioner Dean Walsh called the meeting to order at 3:00 p.m. The purpose of this meeting is to review and approve past meeting minutes, interview both Police Officer and Firefighter candidates as part of the background process, discuss the eligibility of specific Police Officer candidates, and discuss the proposed BFPC Rules. Roll call of members: Dean Walsh, Chairperson Lynn Szabo, Commissioner Also present were: Kelly Livingston, Fire & Police Commission Liaison Joe Murphy, Police Sgt Dave Roberts, Fire Division Chief Citizens to be heard: No one in attendance Commissioner Lynn Szabo moved to review and approve the Open Session minutes of April 15, 2025. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso At 3:03p.m. Commissioner Lynn Szabo moved to go into Closed Session per 5ILCS120/2(c) (1): appointment, employment, compensation, discipline, performance or dismissal of specific employees or legal counsel. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso Police Sgt Joe Murphy left closed session at 3:30 pm. Fire Division Chief joined closed session at 3:30 pm. At 4:15p.m. Commissioner Lynn Szabo moved to end Closed Session and go to Open Session. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso Commissioner Lynn Szabo moved to approve the Closed Session minutes of April 15, 2025. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso Commissioner Lynn Szabo moved to disqualify applicant, candidate 44, from further consideration of employment with the Police Department pursuant to the Board of Fire and Police Commission Rule, Section 2.4 Disqualifications. Motion was seconded by Dean Walsh. Motion approved. 1|Page Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso Commissioner Lynn Szabo moved to disqualify applicant, candidate 54, from further consideration of employment with the Police Department pursuant to the Board of Fire and Police Commission Rule, Section 2.4 Disqualifications. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso Commissioner Lynn Szabo moved to disqualify applicant, candidate 50, from further consideration of employment with the Police Department pursuant to the Board of Fire and Police Commission Rule, Section 2.4 Disqualifications. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso Commissioner Lynn Szabo moved to disqualify applicant, candidate 71, from further consideration of employment with the Police Department pursuant to the Board of Fire and Police Commission Rule, Section 2.4 Disqualifications. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso At the conclusion of the interviews for Police Officer, the Board determined the individuals to have met the criteria and continue the candidate in the process. Commissioner Lynn Szabo made a motion to continue applicant, candidate 77 in the process for Police Officer, pursuant to the Board of Fire and Police Commission Rule, Section 3.5 Police Department Staff Interviews, Background Investigation and Medical Exams. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso At the conclusion of the interview for Firefighter, the Board determined the individuals to have met the criteria and continue the candidate in the process. Commissioner Lynn Szabo made a motion to continue applicant, candidate 13 in the process for Firefighter, pursuant to the Board of Fire and Police Commission Rule, Section 4.3 Background Investigation and Medical Exams. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso Commissioner Lynn Szabo made a motion to continue applicant, candidate 16 in the process for Firefighter, pursuant to the Board of Fire and Police Commission Rule, Section 4.3 Background Investigation and Medical Exams. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso 2|Page Commissioner Lynn Szabo made a motion to continue applicant, candidate 22 in the process for Firefighter, pursuant to the Board of Fire and Police Commission Rule, Section 4.3 Background Investigation and Medical Exams. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso Commissioner Lynn Szabo moved to allow Firefighter candidate 17 a temporary pass due to military obligations not exceeding the current eligibility list expiration date. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso Commissioner Lynn Szabo moved to allow Firefighter candidate 18 a temporary pass due to military obligations not exceeding the current eligibility list expiration date. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso The Rules of the Arlington Heights Board of Fire and Police Commissioners are reviewed periodically to ensure continued compliance with applicable laws and consistency with current best practices and processes. The Rules were last reviewed and updated in 2024. Examination elements for entry level and certified police officer have both been revised to promote the Village and Commission’s pre-employment applicant screening in an expedited manner. Commissioner Lynn Szabo moved to recommend to the Village Board adoption of the revised rules as presented. Motion was seconded by Dean Walsh. Motion approved.
