Kick Off Meeting: Comprehensive Plan Update
What is a Comprehensive Plan?
A Comprehensive Plan is a public document which establishes an overall strategy to guide the
growth and development of the community. It is a policy statement aimed at the unified and
coordinated physical and social development of the community.
Background
The Comprehensive Plan is comprised of goals and policies related to the following: General
goals and policies; Land Use; Housing and Population; Economic Development;
Recreation/Open Space; Municipal Services; and Traffic and Transportation. The Plan also
references the Downtown (formerly Central Business District) Master Plan Goals, and the
Comprehensive Planning Program Goals / Objectives.
Prior to the 1997 Plan, the goals and policies were split amongst several ‘Planners Notebooks’
which in conjunction with the Land Use Map, comprised the Comprehensive Plan for the
Village. The 1997 Plan merged and updated the Notebooks into one cohesive document. The
Comprehensive Planning Program, which was adopted by the Board in 1991, was also
incorporated into the Plan and the Land Use Map. This program generally delineated 11 areas
to study as part of a corridor, annexation or redevelopment plan. To date, 8 plans have been
approved as part of this program (these are reflected on the reverse side of the Land Use Map).
Since the 1997 Comprehensive Plan was adopted, the Village has amended the Plan numerous
times by adopting several redevelopment plans for specific areas and 22 site amendments via
the rezoning and PUD process. There have also been master plans approved for several private
developers and the Park District. Below is a listing of the more significant planning studies and
the year they were approved since the 1997 Comprehensive Plan was adopted.
Comprehensive Plan Update: 2014
Redevelopment / Area Plans
These are plans initiated and developed by the Village:
▪Pine Avenue Neighborhood Corridor Study: 2000
▪Estate Residential Districts: 2000
▪Tax Increment Financing District #4 Redevelopment Plan and Project: 2002
▪Tax Increment Financing District #5 Redevelopment Plan and Project: 2005
▪Downtown Master Plan: 2006
▪STAR Line Master Plan: 2009
▪Thoroughfare and Transportation Policy Plan: 2012
▪Hickory Kensington Area Plan: 2013
▪Hickory Kensington Tax Increment Financing District Redevelopment Plan and Project: 2014
Park District Master Plans
These are plans initiated by the Arlington Heights Park District and reviewed by the Village:
▪Pioneer Park: 2006
▪Camelot Park: 2013
▪Frontier Park: 2013
Private Property Master Plans
These are plans initiated by private property owners and reviewed by the Village:
▪Northwest Community Hospital: 2001 and 2006
▪Arlington Market: 2006
▪Arlington Downs: 2012
In addition, the Village reviews the Land Use Map on an annual basis in December as required
by Village Code. At this point, staff advises that a comprehensive review of the Plan be
undertaken focusing on content and process.
Content
As the Subcommittee begins review of the Plan, there are several areas staff would suggest
focusing on as follows:
▪Demographics and trends
The Plan will require updating of all demographics utilizing the U.S. Census Bureau’s American
Community Survey. This survey is ongoing and provides updates to the 2010 census. Trends in
population data should be reviewed carefully to inform the overall Plan and provide guidance
over a 15 year time period.

▪ Goals and Policies
The goals and policies should be reviewed to ascertain if they continue to meet today’s desired
direction for the development of the community. The Village Board Goals should also be
consulted so that the Plan’s Goals and Policies are consistent with those of the Board.
▪Components of the Plan
The current Plan consists of the various components or sections, which should be reviewed and
updated as necessary. New components could be explored such as Green Technology.
▪Land use map
As mentioned there have been 22 site specific land use map amendments since 1997 for
private development projects, in addition to several area specific amendments as part of
approved redevelopment plans. At this point, staff would like to explore several areas to either
reconfirm the future land use map or to recommend options for alternate uses.
▪Corridors
There are many highly visible corridors within the community, each of which reflects on the
community in terms of their appearance and function. As an example, the Village is currently in
the process of developing a corridor enhancement plan for the Rand Road, Palatine Road,
Arlington Heights Road commercial area. A consulting firm was hired to provide design
concepts. The purpose of the corridor plan is to improve the aesthetics of this area and provide
an identity for the area. There are several other corridors in the Village that should be explored
for improvements. Staff would like to work with the Subcommittee on identifying these
corridors and provide some general goals to guide future enhancements.
Process
The Village will use social media as one form of getting the word out regarding the Plan update
and to elicit input from residents and the business community. The Village currently has a
Facebook account by which we can post links to obtain information on the Plan. To date, the
Village has 2,431 “fans” on our Discover Arlington account who live in the Village, and 864
“fans” on our Planning Department account who live in the Village (there is likely overlap of
these two accounts in terms of “fans”). None the less, through Facebook we can reach a lot of
residents (the Facebook accounts also have significant reach beyond Village residents). Also,
the Village has residents who have signed up for our E-Blast notifications as well as the Village’s
Twitter account.

In addition, the Village can issue a press release, and inform the media of future meetings via
our published agenda. The media typically will cover a project of this nature.
Some of the tools we can use are the Survey Monkey, which the Village subscribes to. This tool
provides an easy to use format for generating questions in order to obtain feedback, and will
generate reports or summaries of any feedback received. In addition, we may want to hold
focus groups of the community to obtain feedback. There are consulting firms who specialize in
facilitating these sessions. The Village budget already includes $20,000 for the Plan update to
be used for consultants (focus groups for example), publications, or other items necessary to
conduct the Plan update.
Next Steps
At the subcommittee kick off meeting, staff would like to obtain feedback and direction on
moving forward with the Plan amendment. This includes both content and process. Attached is
a conceptual time line for review of the various elements, which suggests a monthly meeting of
the Subcommittee.
In advance of the October meeting, staff will provide demographic updates for the community
including updating the current data in the Comprehensive Plan. This can then be reviewed at
the October meeting (and as we move forward with the Plan). Also, a review of the Goals and
Policies is suggested for the October meeting, as well as ideas for Components of the Plan. This
should provide a good start to the process of updating the Plan and begin reaching out to the
community for input.
