OF THE VILLAGE OF ARLINGTON HEIGHTS PLAN COMMISSION
HELD AT VILLAGE HALL ON: December 9, 2014

Chairman Drost convened the meeting and asked for approval of the October meeting minutes. Those present at the
October meeting approved the minutes.
Meeting Discussion:
B. Enright provided an update to the Goals and Policies section per the discussion at the October meeting.
Chairman Drost asked how the proposed Goals and Policies compared to other communities and their Comprehensive
Plan in terms of content and number. Also, should the Goals and Polices be ranked in order of importance? B. Enright
responded that plans vary but the Village’s is similar to most. They can be ranked in order if the Subcommittee thought that
was important to do so.
B. Enright mentioned that one area to possibly designate as a study area pursuant to the Comprehensive Planning
Program is the north industrial area. The employment levels in the area have gone down since Motorola sold the property.
The current owners will lease to Nokia but there has been some limited demolition/renovation proposed for the area, but it
maybe worth keeping an eye on the area to maximize its potential.
Trustee Tinaglia stated that maybe the Subcommittee could look at comingling different land uses in the area given that the
industrial park is so large. He felt it would be an area to look at as part of the redevelopment program.
Commissioner Warskow added that the Hickory Kensington Redevelopment Area is an industrial area where the long term
plan envisions different uses. Maybe mixed uses with higher density, but not single family, could be looked at for portions of
the area. She agreed that it should be part of a future study area in order to gain public input.
Chairman Drost added that one of the Goals relates to financial incentives, and that maybe those could apply to stimulate
the industrial areas.
B. Enright indicated that 6 of the Board’s Goals have been incorporated into the General Goals of the Comprehensive Plan.
Commissioner Warskow suggested that we include in the sustainability section a water planning and conservation goal.
Commissioner Sigalos agreed that a new goal should be included relating to water conservation. As it relates to land
development, rain gardens could be included.

Commissioner Warskow indicated that we need to address storm water with green infrastructure. Key components of
sustainability should include water conservation, waste disposal (recycling), and energy efficiency.
B. Enright indicated that we should keep these concepts general as the Plan relates to land use / development policy.
Commissioner Warskow indicated that maybe the Comp Plan could set the framework generally with action items that
specific plans could be developed by other Boards and Commissions such as the ECC.
Commissioner Lorenzini asked are there any ‘ahead of the curve’ ways to address storm water, etc. Also are there ways to
promote these ideas and will they be codified?
Commissioner Warskow indicated that the City of Evanston has basic requirements for demolition and building including
some incentives regarding sustainability. She agreed the promotion of ideas is important.
B. Enright indicated that he would draft an outline for a sustainability section in the Comp Plan for consideration.
Trustee Tinaglia asked if we are in a position to offer incentives for implementing sustainable development?
B. Enright responded that in our TIF districts we have the ability to provide incentives for sustainable development. The
Hickory Kensington Plan calls for sustainable development for example.
Trustee Tinaglia asked what incentives could be offered in non TIF areas to promote sustainable development? Could the
Village offer for example density increases?
Commissioner Lorenzini suggested that maybe the Village could use property tax incentives for sustainable development.
B. Enright then presented several areas to review for changes to the Land Use Map (attached as Exhibit A to the minutes).
Commissioner Warskow was concerned that the South Arlington Heights Road area north of Council Trail may have too
much Institutional in one area.
B. Enright indicated that we may want to leave the area as Offices Only for now and review case by case Institutional uses.
The STAR Line Plan area staff recommends changing to Mixed Use to reflect the Master Plan previously approved.
Commissioner Lorenzini indicated that the Tollway reconstruction will allow for bus rapid transit, and in the future commuter
trains.
The Committee briefly discussed doing an upfront survey of the community to obtain input on the Comprehensive Plan
update.
B. Enright will send dates for the January meeting to see which works best for the Subcommittee. All concurred.

■Components of the Plan: Sustainability
Attached is a draft for a sustainability section to incorporate in the Comprehensive Plan. This
draft expands on the goals and includes more specific policies related to sustainable
development. One recommendation could be the development of a separate document
focused on sustainability that could flow from the Goals and Policies included in the
Comprehensive Plan and expand on the Village’s Energy Efficiency and Conservation Strategy.
■Corridor Study Areas
The current Comprehensive Plan includes a Corridor Plans Goal with four Objectives as follows:
Corridor Plan Goal: To improve upon existing conditions which detract from the overall
functioning of the corridor.
Objective 1: Develop a strong and positive image and appearance which establishes a
unified image and sense of place which reinforces and supports commercial and
economic activities along the corridor.
Objective 2: Create a system of on and off street parking facilities which adequately
serve the needs of commercial uses within the corridor in a safe and functional manner.
Objective 3: Promote a safe and effective traffic circulation system which adequately
accommodates the varied types of traffic movement utilizing the corridor.
Comprehensive Plan Update: 2014/15
Objective 4: That development activities within the corridor be compatible with adjacent
non residential and residential uses.
Several areas are designated on the back of the Comprehensive Plan Land Use Map as future
study areas. As part of a review of Village corridors, I would like to begin by discussing the Goal
and Objectives and to begin looking at which corridors we want to designate for future
plans/studies. I have included three areas to begin preliminary discussions. The corridors are
areas along arterial streets that were developed incrementally over time with various land uses
and are showing signs of age. The idea is to begin identifying which corridors should be part of
future corridor studies.
■Community Survey
In order to start thinking about an on line survey, I have provided a copy of a recent survey and
results that was conducted as part of the Village’s 5 year Consolidated Plan. The Plan is a
Federal requirement for obtaining CDBG funds. The results of this survey include some
interesting observations about the community. I would like to discuss some of the questions in
this survey in advance of drafting a new survey relating to the Comprehensive Plan.
Next Steps / Meeting
February 24, 2015 is the next scheduled meeting date. I would like to continue discussing the
corridor areas and begin formulating a community survey.

Outline: Sustainability Section
"Sustainable development is development that meets the needs of the present without
compromising the ability of future generations to meet their own needs.” (Brundtland
Commission, 1987)
Energy Efficiency and Conservation Goals
1. To link transportation and land use in order to enhance transit options for residents and the
labor force.
2. To promote and encourage energy efficiency for residential and commercial buildings.
3. Encourage the use of renewable energy and resources such as solar, wind, geothermal, and bio
fuels.
4. Continue to promote and encourage both residents and businesses to reduce waste and
increase recycling.
5. To optimize tree planting and protection of existing trees for maximum carbon reduction and to
increase water conservation measures.
6. Keep abreast of new policies and research regarding energy efficiency and provide support for
local, state, and Federal efforts to promote energy conservation measures.
7. Educate and Promote using Public Relations to encourage energy conservation and support for
the Village Energy Efficiency Conservation Strategy.
Introduction
The Village should encourage sustainable development for new and renovated commercial and
residential projects by developing an public awareness / education strategy and use of incentives to
encourage sustainable development. Sustainable development encourages more efficient use of land
and resources such as water, energy, and waste disposal. As such, sustainable development strategies
should focus on these three elements:
●Water / Storm Water Conservation;
●Energy Efficiency;
●Waste Disposal.
Land Use Policies to Promote Sustainability
1. Encourage alternatives to use of gas powered vehicles such public transit, alternatively fueled
vehicles, bicycle and pedestrian routes, and bicycle and pedestrian friendly development design;
2. Encourage all types of development to use alternative renewable energy sources and
meaningful energy conservation measures;
3. Encourage development and businesses to reduce the use of chemicals and synthetic
compounds in their construction and building materials, operations, products, and services;
4. Encourage methods of landscape design and maintenance to reduce or eliminate the use of
pesticides, herbicides, and synthetic fertilizers as well as encouraging the use of compost and
conserving water;
5. Support compact and mixed use development that minimizes the need to drive, re-uses existing
infill and brownfield sites, that avoids the extension of suburban sprawl;
6. Encourage participatory approaches to planning for sustainability, involving the local community
in setting a vision and implementation.
7. Support Federal, State and Local programs to offer incentives for sustainable development and
practices.
Land Use Actions towards Sustainability
1. Compact development that minimizes the need to drive;
2. A mix of integrated uses such as housing, shops, workplaces, civic uses, within walking or
bicycling distance.
3. Human scaled development that is pedestrian friendly.
4. Development oriented around public transit.
5. Home based occupations and work that reduce the need to commute.
6. Guiding development to existing developed areas thus minimizing development of outlying
undeveloped areas.
7. Remediation and redevelopment of brownfield sites and other lands that suffer from
environmental constraints.
8. Establish financial and regulatory incentives for infill development and eliminate disincentives.
Transportation Actions towards Sustainability
1. Reduction in vehicle trips and miles through compact, infill, mixed use development.
2. Use of alternatives to driving including walking, bicycling, and public transit.
3. Local street designs that encourage pedestrian and bicycle use.
4. Street designs that support and enhance access between neighborhoods and to commercial
areas.
Housing and Building Actions towards Sustainability
1. Solar oriented design of development.
2. Minimize impervious surfaces to reduce storm water run-off.
3. Use of regenerative energy heating and cooling source alternatives.
4. Provision of housing near places of employment.
5. Selection of building materials which require less energy intensive production methods and long
distance transport.

RESIDENTIAL GREEN INITIATIVES
What You Can Do As a Homeowner
Being conscious of the environment not only provides
environmental benefits but also saves money. Below are a few
tips for making your residence more environmentally friendly:
Recycle
• Recycling diverts large volumes of waste from landfills and is one of the easiest measures
you can take to help the environment. Simply place your recyclable items curbside on
trash day. Items that can be recycled include cardboard, newspapers, magazines, bottles,
jars, aluminum cans, metal cans and plastic containers. Recycling containers are
available at Village Hall. If you have any questions about recycling contact the Village
Health Department at (847)368-5760.
• Many computers and cell phones include toxic materials that should not sit in landfills. Cell
phone batteries contain nickel and cadmium and should not be disposed of in the normal
waste system. Some electronic retailers offer recycling programs. For more information
about electronic recycling or to find local recyclers go to:

Cleaning
• Use non-toxic, environmentally safe, biodegradable cleaning and laundry products.
Cleaning products are released into the environment during normal use through
evaporation of volatile components and are flushed down the drain.
• Choose fragrance-free products. Volatile organic compounds (VOCs) in cleaning products
can affect indoor air quality and also contribute to smog formation in outdoor air.
Transportation
• Consider a more fuel efficient vehicle. Check the U.S. Department of Energy’s list of most
fuel-efficient cars to find the one that’s right for you. For more information about fuel

• Rather than driving your car to work every day consider other means of transportation. By
walking, riding your bike, carpooling, taking the bus or the train you will reduce air
pollution, greenhouse gas emissions, oil consumption and the costs of fueling and
maintaining your vehicle. Coordinate with co-workers and carpool.
Energy
• Consider using compact fluorescent light bulbs (CFLs). They cost a bit more than regular
bulbs, but you'll lower your electric bill and pay less in the long run. You can buy CFLs at
most hardware and home stores. For more information go to:

• Wash your clothes in cool rather than hot water. Washing your clothes in cold water
saves energy.
• Replace windows. Old windows that are not performing or energy efficient leak and
consume more energy. Look for the NFRC (National Fenestration Rating Council) label
that provides U-values and SHGC (solar heat gain coefficient) values. The lower the U-
value the better the insulation. Also, look at the climate region map on Energy Star label to
be sure that the window, door or skylight is appropriate for where you live. For more

• Buy water-efficient showerheads. With low-flow models, a family of four can cut water
usage by as much as 20,000 gallons annually which would result in an annual savings of
approximately $175.
• Use Energy Star Appliances which meet a high level of energy efficiency. Energy Star is a
joint program of the U.S. Environmental Protection Agency and the U.S. Department of
Energy helping us all save money and protect the environment through energy efficient
products and practices. Most appliances will have the Energy Star label with a savings
amount. It is important to read the label and purchase energy efficient products. This will
save energy over time. Energy efficient choices can save families about a third on their
energy bill with similar savings of greenhouse gas emissions, without sacrificing features,
style or comfort. Energy Star helps you make the energy efficient choice. If looking for
new household products, look for ones that have earned the Energy Star. For more

• Use a programmable thermostat. A programmable thermostat will allow you to lower or
increase the temperature when you are not at home. Each degree you turn down the heat
saves 3 percent of heating costs, while each degree you raise the temperature of your air
conditioner saves 3-4 percent of cooling costs.
General Practices
• Buy locally produced items, including produce and other goods. This will reduce the
amount of fuel required to transport the things you buy from other parts of the country or
the world.
• Instead of using grocery stores’ disposable plastic or paper bags, bring your own reusable
tote bags.
Gardening
• Rain barrels help slow down rain runoff so it can drain naturally into the ground. That helps
keep excess water out of the sewer systems and keeps rain runoff from collecting
pollutants as it travels to drainage systems and nearby waterways. Rain Barrels can save
most homeowners up to 1,300 gallons of water during peak summer months.
Rain barrels also provide water during dry weather. The water can be slowly released
over a period of time after rains have subsided. The slow release of water will allow it to
seep into the soil and be used by vegetation.
The Metropolitan Water Reclamation District of Greater Chicago (MWRD) is selling rain
barrels for Cook County residents. The rain barrels are $40 each and can be ordered and
paid for at http://www.mwrd.org/irj/portal/anonymous/Home. There are three pickup
locations. MWRD also offers gift certificates for the purchase of rain barrels.

• Consider drought tolerant native landscaping. Since native plants have been growing and
evolving for thousands of years and have adapted to the local soils and climate, they are
more likely to thrive with minimal care than exotic plants. That can mean less need for
water, fertilizer and pesticides. It's important to know your site conditions and the
requirements of the native plants when making a selection. For more information go to:

• Use nontoxic gardening techniques. Many gardeners over-apply or improperly apply
pesticides, putting themselves, their families and pets at increased health risk.
• Consider the use of pervious pavers for patios and driveways. Pervious pavers can
reduce water runoff by more than half. These pavers allow water to infiltrate the paver and
subgrade, reducing water runoff and add color and texture to your hardscape.
By implementing the above simple steps you can reduce your energy usage, save costs, and
lessen your impact on the environment. Even the smallest change can make a positive impact.

COMMERCIAL GREEN INITIATIVES

Draft quality printouts use less toner. Select 'draft' printouts when using the 'print'
command on your computer – this is usually changed under Printer Options on the
Windows Print Dialog box.
Set your printer to make draft prints by default.
Tailor the size of paper to the length of your message.
• Save paper
Think before you print. Always use the screen to preview for errors before you
print.
Energy
• Lighting accounts for one third of the energy used in commercial spaces. About half of the
lighting is wasted either through inefficient bulbs, poor design or improper maintenance.
Use compact fluorescent light bulbs (CFLs). They cost a bit more than regular bulbs, but
you'll lower your electric bill and pay less in the long run. You can buy CFLs at most

• Consider occupancy sensors or timers that switch lights off. Sensors turn lights off when
they have not detected movement for about 15 minutes.
• Use electronic documents and filing systems in order to save paper.
• Explore options for alternative energy sources. Most of our energy comes from fossil
fuels; however you may want to consider alternative energy sources. Greater use of
renewable sources like solar could give us more secure power sources for the future.
• Save energy
Make sure all computers and other office equipment are turned off when they are
not being used and that lights are turned off when natural light is sufficient.
Make sure energy saving features on PCs, printers and photocopiers are enabled.
Use the stairs instead of the elevator.
Change the thermostat on the heating or air-conditioning.
Use blinds to save on heating and cooling costs.
Transportation
• Rather than driving your car to work every day, try other ways, even if only one or two days
a week. Options include: walk, ride your bike, take the bus or the train or carpool. This will
reduce air pollution, greenhouse gas emissions, oil consumption and the costs of fueling
and maintaining your vehicle.
Office Gardens
Providing an attractive garden area has many advantages for staff as well as enhancing the appeal
of your building. Gardens provide an area for staff, encourage bird life, help filter vehicle pollution
and provide a filter for rainwater.
• Plant deciduous trees near office windows, to gain light in the winter and shade in the
summer.
• Plant trees in and near parking lots in order to provide shade for vehicles
• Consider pervious paving on paths and in drive/parking areas to allow water to drain
through
VILLAGE INITIATIVES
The Village has taken steps to become more energy efficient and is continuing to explore
opportunities for energy reduction and environmentally friendly alternatives. The Village is
currently implementing the following practices:
• A total of seven gateway signs are currently utilizing solar technology to light the signs.
• The Village encourages everyone to recycle and has recycling bins available at Village
Hall. For more information about recycling contact the Health Department at
847.368.5760.
• In 2008 the Village purchased four hybrid vehicles. The Villages is evaluating the energy
savings and maintenance of these vehicles in its fleet.
• The Village utilizes fluorescent bulbs and has installed motion sensors in key areas in
order to save energy within its facilities. Sensors turn lights off when they have not
detected movement for about 15 minutes.
• The Village is exploring options for additional sheltered bicycle parking to encourage bike
riding. The Village is proposing a bike shelter and bike racks within the Downtown adjacent
to the train station. Encouraging cycling to the Downtown and the train station will provide
environmental benefits, help alleviate parking, traffic congestion and help improve air
quality through congestion mitigation. As part of the shelter the Village is also exploring
options for the inclusion of solar panels on the roof of the shelter to power lighting at the
shelter, power the existing park area and as a demonstration project for the community

community - the AH senior center is a wonderful great facility. I only know about it as we used the woodshop for
our scouts and the 2 men running were great. I encourage you to do more with the schools and younger children

services entails. Therefore, giving rank to these titles is not an honest assessment. As an example of your Fair
Housing Services, I am very upset with Arlington Heights that they allow multiple individuals to live in single
family homes by an absentee landlords. This is happening in Survey Ridge and I've been told nothing can be
done because the village does not want to be sued by the Federal Government. In the meantime, we have young
people from India using houses in houses in Surrey Ridge as dormitories, paying rent for a bedroom and walking
across Golf Road to work in the landlord's business.Great investment for him, but does nothing to keep the
integrity of the neighborhood. Again, AH says there is nothing that can be done. (Do any of you know what block
busting is?) I originally chose to live in Arlington Heights because they maintained a higher standard on their
codes and ordinances than the surrounding suburbs, or so it seemed. Now, the residents are to embrace
everyone who really can't afford to live in AH, put up with their cultural differences which means no sense of
neighborhood community, allow their houses to not be maintained and help support them through taxes. I have
spent my career working in communities that have low income housing. The school population changes,
emphasis is no longer on community and enrichment but government free programs and a curriculum directed by
the government through government grants. My biggest disappoint with Arlington Heights is that trustees do not
have the time or inclination to address the issues I've mentioned and the village hall dismisses the issues by
saying there is nothing they can do about the situations.

people with good incomes are no longer the basis of building and maintaining Arlington Heights. The emphasis is
now on homeless people, low income housing, government grants for school programs and building after low
income people move in. (They can't afford much and do not have educations or jobs to support the community or
the schools) Let's allow the proposed condo in Arlington to be built with the help of government money. Only
catch, a large percentage of the condos will be for low income. The only one profiting from this is the builder, and
he probably lives on the North Shore where that would never be allowed. Furthermore, why would I want to buy a
condo in a building with low income housing.

17 We moved to AH because it was a family community with an excellent school district and wonderful parks and 8/24/2014 8:36 AM
recreational activities. Until recently, I have always felt that AH would remain that way. Our schools are no longer
at the top and our community is becoming less cohesive. It is hard to pinpoint one cause. I think affordable
housing, while necessary, was pushed down our throats by Mayor Mulder. We have a large number of rental
properties throughout our village that are not being monitored for being single family dwellings. Many of those
who live in these apartments become our low-income students when they enter school. This increase puts a
financial burden on the tax payers and our educational system. I know for a fact that within district 214, 50% of
our students are on fee waivers. This means that the other 50% are paying twice as much, as district fees are
self sustaining. Information like this detracts new people from moving into our area. Park usage has become
another problem. While most of us pay for park improvements, people from other communities come to use our
facilities leaving them unavailable for residents. I have tried to use tennis courts only to find them full. The parking
lot is filled with cars that do not have AH village stickers. The same is true for the soccer/baseball fields at the
parks. Filled with non-AH residents. These situations do not help retain current residents nor draw new
residents.Residents do not want to pay for others that take advantage of our amenities without contributing to our
village.

families, charities, churches or Cook County programs for aid. AH is not a charity. I am a highly taxed citizen who
would like money used to benefit the city so property values of ALL citizens benefit. Our parks, green areas,
walking trails, our festivals, those are things for ALL people and they make our city nice. I never received a
handout in my life and if I've ever needed help I took out a bank loan or looked to family. I don't feel it is right for
AH to ask me to pay for other people or their kids. I am not responsible and I am not an ATM.

move to Rec Park. the issue isnt going away. 2. The Village needs to stop playing favorites with certain builders
like JRC nad hiold builder accountable for following all of the Village codes. certificates of Insurance and
regsitraion by builders should be required to be on file with the Village. The accountability to the codes is a joke in
the Village, especially when it comes to builders like JRC. The Village is the only one who doesnt see the issues.
3. Whomever made the comment that we are a Bike Friendly communitiy has never biked to and from work in this
Village. Bike lanes are non existant, most areas are unsafe to ride due to high traffic and no sidewalks. Dont just
say we are good for biking just cause we have Lake Arlington, try getting there safely on a bike from most
neighborhoods in the Village and your life is in your hands. 4. Too many residential streets in Rec Park and the
historical areas without 4 way stop signs. Village needs to recognize that people use these residential streets as
cut throughs to avoid AH Road and Euclid intersection. We have complained for years but nothing has been
done. 5. Implement a program to trap and kill the growing number of skunks in the area. You cannot drive through
the Village without constantly smelling skunk spray, and anyone with a dog can attest to at least 2-3 times per
year getting sprayed by skunks. Address the issue, dont just act like its not a probelm cause they arent roaming
around downtown by the Taj mahal. 6. I think this whole survey is bogus and really doubt that anyone in office or
the Village staff cares what the people think. This, i assume, is just PR to make peol,e believe you will address
our needs, and not just the needs of those that support the reelections of the officers.

49 My husband and I moved to Arlington after living in a nearby suburb for a few years. We chose AH because we 7/25/2014 12:29 PM
felt the neighborhoods were outstanding as well as the schools and the park district and it's activities. A great
place to raise kids. And, the village codes were more stringent than in our previous neighborhood. (Where we
were told there was no ordinance that prohibiting you from parking on your front lawn, which our neighbors did)
We felt our neighbors in AH were actively involved in the community. Furthermore, many, like ourselves were
educated and had good incomes--that makes a big difference in demographics and in schools, and in real estate
values. I think that still holds true for AH. However, there seems to be a change in the thinking of governing body
of Arlington Heights. Is it more federal money that we otherwise wouldn't have? The emphasis and pressure from
AH seems to be on housing for any and all. The newest revelation to Fair Housing is the condo project in
downtown Arlington. The contractor doesn't have to live there. He gets funds from the Federal Government to
subsidize his construction of the building and Arlington Heights gets low income people. How does that help
Arlington Heights? I have been very disappointed at the attitude of the trustees and Village Hall when addressing
some of the rental problems in my neighborhood, Surrey Ridge. I was told outright from department heads at the
village hall that AH does not want to be sued by the Federal Government for inquiring about the residents of a
single family home. (Several, more than five in a house, ) single people are living in three of these homes in
Surrey Ridge and working across Golf Road in the landlord's company. He's profiting/) These people are from
India and the owner is Indian. They have no buy-in to the maintenance of the home or to the community.These
homes are poorly maintained by the owner. Surrey Ridge is for single families not several unrelated people living
in single family home. How do you sell your home, if multiple, unrelated people living in a single family home are
your neighbors? Do you think a young couple are going to jump at the chance to bid on your home? How do you
sell your very nice four bedroom home to an enthusiastic, successful young couple if the person next door is
renting, on welfare (across the street from me) and doesn't work? Being pressured to accept all people as
Arlington Heights residents under any circumstance, bend the rules, lessen the codes to accommodate, accept
more federal funding to make something work is not what a successful community should be doing.
