Jim Stempien Called the third quarter 2021 meeting held via Zoom to order at 9:09 am.
REVIEW OF MINUTES: Minutes of the May 17, 2021 meeting were reviewed. Marty Moran made a
motion to approve the minutes; it was seconded by Rob Losik; no objections; motion carried.
TREASURER’S REPORT: Marty Moran reports that the current fund balance as of August 30, 2021 is
$425,089; Expenses were $61,927; Revenues from interest were $219. Jim Stempien made a motion to
accept the Treasurer’s Report; seconded by Kevin Flynn; no objections; motion carried.
To accommodate guests, an item of New Business was considered prior to opening Old Business for
discussion.
NEW BUSINESS
Smoke Generator Machine – Division Chief Strojny is seeking approval to purchase a new smoke
generator for use by the Arlington Heights Fire Department Training Division. The current machine is
nearing the end of use and requires replacement. The Training Division budget will be strained in the
next two years. Funds from the Training Division will be allocated for the following:
• Tuition for Brian Walsh to attend BOF, EMT School and Paramedic school
• Anticipated new hire to replace D/C Fraider and any schooling required
• Tuition costs of those who are taking classes between now and the end of this year
• Anticipated retirements in the next year and anticipated tuition costs for new hires
The Training Division recently purchased $1,200 worth of liquid smoke. This machine is an upgraded
machine. It is called a 4,000 and 6,000. It will generate smoke rapidly, it will fill a room and fill a tower

and any openings rapidly. Quote of $6,261.34 is from Dinghy Fire Company and will come with 1-year
warranty. There are options to purchase extended warranty.
Ross Chapman made a motion not to exceed $8,000 for Division Chief Strojny to purchase a new smoke
machine, with shipping and extended warranty from Dinghy’s Fire Company for the Training Division.
Division Chief Strojny to work with Biljana on the purchase; seconded by Rob Losik.

To accommodate another guest, an item of Old Business Item C – Fans was discussed.
OLD BUSINESS
Fans – Engineer Wachal used funds approved by the FFITB at a previous meeting to purchase “sample”
fans that are currently in service at Stations 1 & 4. About 6 months ago the fans came in. Station 4
received a wall mount unit and a pencil unit that was supplied to Station 1. The fans were put in use and
the feedback came back positive. Both fans are 30” fans. In the previous meeting there was discussion
about then noise volume. Deputy Chief Fraider came out to Station 4 and gave verbal approval to
purchase the fans. B/C Carpenter will work with Public Works to install the fans. Engineer Wachal is
requesting to purchase the 6 remaining fans at the cost of $1,000 per fan for the Fire Stations (2 fans per
station). Engineer Wachal Requesting not to exceed $7,000 for fans and to accommodate any shipping
costs. Jim Stempien made a motion not to exceed $7,000 for Engineer Wachal to oversee the purchase
of the remaining fans for ventilation and circulation for apparatus bay floors, to be installed in
coordination with B/C Carpenter and Public works. Seconded by Marty Moran.

Education Requests – Marty Moran said that there are no education requests but would like to table
requests until the Chief Officer returns to the meetings.
House Funds Requests – Marty Moran updated that the house funds requests are working well and the
members are understanding that no approval is needed for items under $50 but anything over $50
needs approval. No current requests for house funds.
Protective Vests – Rob Losik said we received all the vests 2 weeks ago. Currently, Deputy Chief Fraider
has an OG-PS 30-day review. As of right now, the vests have not been distributed. Rob Losik will look to
Acting Deputy Chief Hanselman in which direction will taken with the vests.

EMS – Jim Stempien said the EMS Division in the last meeting requested funding for a new Lucas Device
and IV Pumps. All arrived in good order and they have had no issues. They thank the FFITB.
Flashlights – Jim Stempien said FF/P Erin Mclean attended a few meetings ago and requested funds for
flashlights. Funds were approved and a purchased was placed though Biljana. There were no issues.
They thank the FFITB.
Tuition Program – No current requests. Per previous discussion, tuition program is tabled until Chief
Officer returns to the meetings.
NEW BUSINESS
Continuous Purchase Items – Jim Stempien is checking with Rob Losik that purchase items are good
downstairs. Rob Losik said he has questions on who stitches badge numbers on items and found out
that we have a vendor nearby that does it.
Training – Discussed previously with Division Chief Strojny.
OTHER BUSINESS
Utility Gloves - Rob Losik said that he’s been approached by several members regarding utility gloves.
Rob discussed if there were any purchase of one-time utility gloves. Jim Stempien said that he knows
that there are extrication gloves on vehicles. FFITB does not pay for those gloves, the gloves are paid by
the Department. Jim Stempien said if someone is interested in a certain type of gloves, they should
present it to the Board.
Marty Moran acknowledged the retirement of Deputy Chief Ron Fraider, past President and thanks him
for his service. Jim Stempien said that Ron was a strong leader on the FFITB and when he came on
board for the first time, Ron helped him out to figure things out and provided excellent training
throughout.
Motion made by Marty Moran to adjourn, seconding by Ross Chapman. The meeting was adjourned at
9:30 am.
