Present: 13 - Mayor Tom Weisner, Alderman Tina Bohman, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman John Peters, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Rick Mervine, Alderman Edward Bugg, Alderman Lynne Johnson, Alderman Richard Irvin and Alderman Bob O'Connor PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF MEETING OF DECEMBER 17, 2013 14-00002 Approval of the Minutes of the December 17, 2013 City Council Meeting. Alderman Hart-Burns moved, seconded by Alderman Irvin, to approve the minutes of the Council Meeting held on December 17, 2013. Motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Hart-Burns , seconded by Alderman Irvin, to appoint Officer Hornburg as Sergeant-at-Arms for this meeting. The motion carried by voice vote. City of Aurora Page 1 City Council Meeting Minutes - Final January 14, 2014 PRESENTATIONS 14-00018 Seize the Future Update . Seize the Future CEO, David Hulseberg, led a presentation on the progress of Seize the Future Development Foundation. Hulseberg said they have completed the hiring of staff, with three out of five staff members being Aurora residents . Hulseberg introduced Vice-President Patrick Burke, also present at this meeting. Hulseberg explained that their website is being redesigned, and they have partnered with ComEd in using synchronous software , which will allow quantitative analysis and help understand the barriers in the Aurora marketplace for business . Hulseberg added that staff will be conducting focus groups, and they will be able to view available properties in the marketplace to assist business attraction. Hulseberg provided an update on the 77 S. Stolp property. Hulseberg concluded by explaining that staff is developing recommendations for criteria benefiting the artisan community in downtown Aurora as a way to promote the arts , and that they are working with city administration on several economic development opportunities. UNFINISHED BUSINESS 13-00885 Resolution Authorizing an Annual Action Plan Substantial Amendment (2014 - #1) to Reflect Funding Allocations for the Home Investment Partnerships Program and Neighborhood Stabilization Program. A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin, to approve this resolution. The motion carried. Enactment No: R14-001 14-00003 A Resolution Approving a Memorandum of Agreement Between the Aurora Housing Authority, the City Of Aurora and Brinshore Development LLC for Scattered Site Housing Development in the City Of Aurora. A motion was made by Alderman Saville, seconded by Alderman Irvin, to allow a speaker to address City Council in regards to this item. The motion carried by voice vote. Rick Lawrence, of S. Calumet Av. in Aurora, addressed City Council in reference to this item. Assistant Chief of Staff, Rick Guzman, addressed questions from some of the aldermen. A motion was made by Alderman Irvin, seconded by Alderman Mervine, that this agenda item be approved. The motion carried. Motion carried unanimously. Aye: 12 - Alderman Bohman, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Peters, Alderman Saville, Alderman Hart-Burns, Alderman Mervine, Alderman Bugg, Alderman Johnson, Alderman Irvin and Alderman O'Connor 14-00017 An Ordinance Providing for the Voluntary Acquisition of and Authorizing Negotiations to be Conducted by the Law Firm of Ruddy & King, LLC Regarding the Acquisition of the Property Located at 330 North Broadway in Aurora, Illinois Attorney John Ruddy spoke about this item, and explained he has been negotiating the purchase of the property located at 330 N. Broadway. A motion was made by Alderman Saville, seconded by Alderman Irvin, to adopt this ordinance. The motion carried.
