Present: 13 - Mayor Tom Weisner, Alderman Tina Bohman, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman John Peters, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Rick Mervine, Alderman Edward Bugg, Alderman Lynne Johnson, Alderman Richard Irvin and Alderman Bob O'Connor PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE MEETING OF SEPTEMBER 23, 2014 14-00829 Approval of the Minutes of the September 23, 2014 City Council meeting. Alderman Hart-Burns moved, seconded by Alderman Irvin, to approve the minutes of the Council Meeting held on September 23, 2014. Motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin, to appoint Officer John Stull as Sergeant-at-arms for this meeting. The motion carried by voice vote. City of Aurora Page 1 City Council Meeting Minutes - Final October 14, 2014 PRESENTATIONS 14-00862 Recognition of participants in the Fit for Kids Program Dale Hazelwood made a brief presentation recognizing the participants of the Fresh First Program, in partnership with the VNA Health Care and sponsored by the Kane County Fit for Kids Program. This program was new this year with the Farmers Market. There were 32 participants and each received $10.00 a week to purchase fresh fruits and vegetables at the Farmers Market. Certificates were handed out. 14-00878 Proclamation Recognizing Dan Dolan, Sr. Mayor Weisner introduced Mr. Dan Dolan Sr. and his family. He continued by saying that the Dolan family name has been a part of Aurora for 83 years. Mr. Dan Dolan was born in Aurora, graduated from Our lady of Good Council in 1945 and East Aurora High School in 1949. He served his country in the Navy for 4 years and came back and served the City of Aurora as a Fireman for 5 years before he started his Real Estate firm known as Dolan & Murphy in 1965. The Proclamation was read and presented to Mr. Dolan. MAYORAL APPOINTMENTS 14-00840 A Resolution Appointing Meloyne Wimbley to the Aurora Housing Authority Board. A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin, that this agenda item be approved. The motion carried. Total project cost of $ 227,963.43 . This Resolution was approved Enactment No: R14-253 14-00726 An Ordinance Amending Ordinance Number 3100, being the Aurora Zoning Ordinance and the Zoning Map attached thereto, by downzoning the property located at 121 N. 4th Street from R-4 Two Family Dwelling to R-3 One Family Dwelling . This Ordinance was adopted Enactment No: O14-060 14-00763 A Resolution to accept the bid from Geneva Construction for the patching of the RT 59 commuter lot in the amount of $76,091.60 . This Resolution was approved Enactment No: R14-254 14-00788 A Resolution Authorizing the Mayor to Execute an Agreement and All other Necessary Documentation to Accept the Donation of Real Estate Known as Property Located at 270 N. Calhoun Street, Aurora, Illinois . This Resolution was approved Enactment No: R14-255 14-00789 A Resolution Authorizing the Mayor to Execute an Agreement and All other Necessary Documentation to Accept the Donation of Real Estate Known as Property Located at 562 Middle Avenue, Aurora, Illinois . This Resolution was approved Enactment No: R14-256 City of Aurora Page 3 City Council Meeting Minutes - Final October 14, 2014 14-00790 A Resolution Accepting the Dedication of a City Easement at 701 S. Eola Road This Resolution was approved Enactment No: R14-257 14-00798 A Resolution approving the issuance of a Carnival License and a Music Festival Permit to Our Lady of Mercy Church / Alpine Amusement Company, Inc. as part of their Mercy Fest on October 16-19, 2014. This Resolution was approved Enactment No: R14-258 14-00844 A Resolution authorizing The Mayor and City Clerk to execute all of the aforementioned documents for the acquisition of real property known as 333 West Park Avenue, Aurora, IL in the amount of $47,000.00 . This Resolution was approved Enactment No: R14-259 UNFINISHED BUSINESS 14-00799 A Resolution Approving an Intergovernmental Agreement Between the City of Aurora and the Aurora Public Library Regarding Parking Improvements in the Vicinity of the New Main Library (101 S. River Street) and Disposition of the Old Main Library (1 E. Benton Street) . A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin, to approve this resolution. The motion carried. The motion carried. Western Ave., Aurora, IL 60506 for the 27-37 South LaSalle Street Sidewalk Vault Closure Project in the amount of $69,205.73. A motion was made by Alderman Hart-Burns, seconded by Alderman Mervine, to approve this resolution. The motion carried. River Street (Aurora Public Library - 14-00869 / AU21/4-13.256-Fpn/R - Ward 4 - SP) This request and Referral was referred to the Planning Council and Planning Commission. BILLS 14-00870 Bill Summary and Large Bill List A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin, to approve and pay the bills as presented. The motion carried. The motion carried by voice vote. Mr. Chris Baker of Oswego, IL addressed the City Council in regards to Ink 180 Tattoo Ministry and the services they provide to the community. Ms. Virginia Matthews of River Street in Aurora, IL addressed the City Council in regards to safety concerns and homelessness in the area.
