City Hall - 2nd Floor Council City of Aurora Chambers 44 East Downer Place Aurora, IL City Council Meeting Minutes - Final Tuesday January 13, 2015 6:00 PM ROLL CALL The City Council meeting was called to order at 6:06 p.m. by Mayor Weisner, and the Roll was called. Present: 13 - Mayor Tom Weisner, Alderman Tina Bohman, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman John Peters, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Rick Mervine, Alderman Edward Bugg, Alderman Lynne Johnson, Alderman Richard Irvin and Alderman Bob O'Connor PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE MEETINGS OF DECEMER 9, 2014 AND DECEMBER 23, 2014 14-01124 Approval of the Minutes of the December 9, 2014 City Council meeting. Alderman Hart-Burns moved, seconded by Alderman Bugg, to approve the minutes of the City Council Meeting held on December 9. 2014. Motion carried by voice vote. 14-01093 Approval of the Minutes of the December 23, 2014 City Council meeting. Alderman Hart-Burns moved, seconded by Alderman O'Connor, to approve the minutes of the City Council Meeting held on December 23, 2014. Motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin, to appoint Officer Hornburg as Sergeant-At-Arms for this meeting. City of Aurora Page 1 City Council Meeting Minutes - Final January 13, 2015 PRESENTATIONS 15-00009 Proclamation Declaring January 19, 2015 as Martin Luther King, Jr. Day of Service. Mayor Weisner commended the MLK Planning Committee for their work over the past years. On behalf of Mayor Weisner, Communications Director Mr. Clayton Muhammad read a proclamation, proclaiming Monday, January 19, 2015 as Martin Luther King, Jr. Day of Service in the City of Aurora. MLK board member, Patricia Holt, invited all to celebrate the life and legacy of MLK on Monday, January 19, at Waubonsie Valley High School. 14-01044 Recognition of Aurora's Building and Permits Department receiving the 2014 ICC Community Service Award...body Chief Development Services Officer, Mr. Bill Wiet, led a presentation and acknowledged the City of Aurora Building and Permits Division as the recipient of the 2014 International Code Council Community Service Award. Mr. Wiet explained this is presented when circumstances warrant a need to recognize a need to recognize meritorious service by an individual, organization, jurisdiction or community group that promotes the public health, safety and welfare by initiating activities or actions which are considered to be above and beyond the normal expectations. Wiet provided details related to the efforts of Rebuilding Together Aurora, the City of Aurora Building and Permits Division, Jarden BRK First Alert, and city staff. Building and Permits Director John Curley said they were humbled to be recognized by ICC as a national organization that promulgates all of the building codes used by most of the nation. Mr. Curley introduced Rebuilding Together Aurora's representatives, Pat Rogers and Erin Carlisle, and International Code Council representative Bob Neale. On behalf of the ICC, Mr. Neale presented the award to the city of Aurora's Building and Permits Division and Rebuilding Together Aurora. On behalf of Mayor Weisner, Mr. Wiet presented certificates of recognition to Rebuilding Together Aurora, and to the city's own Building and Permits Division. CONSENT AGENDA Approval of the Consent Agenda Alderman Saville moved, seconded by Alderman Hart-Burns, to approve the Consent Agenda as read. The motion carried unanimously. Aye: 12 - Alderman Bohman, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Peters, Alderman Saville, Alderman Hart-Burns, Alderman Mervine, Alderman Bugg, Alderman Johnson, Alderman Irvin and Alderman O'Connor 14-00984 A Resolution Approving an Amendment to the Intergovernmental Agreement with the State of Illinois for traffic signal maintenance and electrical energy responsibilities. This Resolution was approved. Enactment No: R15-001 City of Aurora Page 2 City Council Meeting Minutes - Final January 13, 2015 14-01002 A Resolution authorizing the Director of Purchasing and the City Clerk to enter into a 2015 Master Service Agreement for Soil Management/CCDD Documentation and Various On-Call Environmental Services in an amount not to exceed seventy five thousand dollars and zero cents ($75,000.00) with Huff & Huff, Inc., 915 Harger Road, Suite 330, Oak Brook, IL 60523 . This Resolution was approved. Enactment No: R15-002 14-01003 A Resolution establishing the maximum number of Class E City of Aurora liquor licenses ( unofficially related to application from: Mai Quesi, Inc. d/b/a Mai Quesi, located at 1518 E. New York St.). This Resolution was approved. Enactment No: R15-003 14-01030 A Resolution authorizing the purchase of a payment kiosk from Sungard Public Sector in the amount of $38,349.00 and maintenance fees from Sungard Fusion and Adcomp Systems. This Resolution was approved. Enactment No: R15-004 14-01058 A Resolution to approve the lowest and qualified bid for HVAC modifications to the 911 Center and Electrical Room at the Aurora Police Department Headquarters to Amber Mechanical Contractors, Inc of Alsip, Illinois in the amount of $165,600.00 . This Resolution was approved. Enactment No: R15-005 14-01098 A Resolution Authorizing the Mayor to Execute an Agreement and All other Necessary Documentation to Accept the Donation of Real Estate Known as Property Located at 922 Garfield Avenue, Aurora, Illinois . This Resolution was approved. Enactment No: R15-006 14-01102 A Resolution accepting the lowest qualified bid for demolition of the city owned property located at 14 S. Blackhawk Street, Aurora, Illinois from Alpine Demolition Services, LLC of St. Charles, Illinois in the amount of $656,485.93 . This Resolution was approved. Enactment No: R15-007 City of Aurora Page 3 City Council Meeting Minutes - Final January 13, 2015 14-01105 A Resolution for the acceptance of improvements and waiving the maintenance period for Crossroads Community Church - Mass Grading. This Resolution was approved. Enactment No: R15-008 UNFINISHED BUSINESS 14-01022 A Resolution Approving the Final Plat of Elks Club Second Resubdivision, being Vacant Land located at 77 S. Stolp Avenue and 1 W. Benton Street, Aurora, Illinois 60506 . Chief Development Services Officer Bill Wiet spoke briefly about this item. A motion was made by Alderman Hart-Burns, seconded by Alderman Mervine,to approve this Resolution. The motion carried. The motion carried. Aye: 12 - Alderman Bohman, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Peters, Alderman Saville, Alderman Hart-Burns, Alderman Mervine, Alderman Bugg, Alderman Johnson, Alderman Irvin and Alderman O'Connor CLOSED SESSION Alderman Hart-Burns moved, seconded by Alderman Irvin, that at the close of this meeting, the City Council go into Closed Session to discuss imminent litigation and sale of property, exception Sections 2(c)(6) and 2(c)(11) of the Open Meetings Act, which authorizes this meeting to be closed to the public, and that the City Clerk be directed to record the vote of each Alderman on this motion.
