Present: 12 - Alderman Tina Bohman, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Rick Mervine, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Sherman Jenkins, Alderman Bob O'Connor and Mayor Richard Irvin Absent: 1 - Alderman Juany Garza PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE MEETING OF TUESDAY, NOVEMBER 27, 2018 18-1107 Approval of the Tuesday, November 27, 2018 City Council Meeting Minutes. A motion was made by Alderman Jenkins , seconded by Alderman Hart-Burns, to approve and file the minutes as presented. The motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Jenkins , seconded by Alderman Hart-Burns, to appoint Officer Sullivan as Sergeant-at-Arms for this meeting. Enactment No: O18-097 18-1002 A Resolution Authorizing the Purchase of Lime Slurry Dosing Pumps for the Water Production Division This Resolution was approved. Enactment No: R18-319 18-1021 A Resolution Accepting Plumbing Service Bids for the Water and Sewer Maintenance Division . This Resolution was approved. Enactment No: R18-320 18-1022 A Resolution adopting unit price bids for the purchase of various water and sewer repair materials . This Resolution was approved. Enactment No: R18-321 18-1023 A Resolution to accept the Proposals received for the 2019 Water & Sewer Division Emergency Repair Program . This Resolution was approved. Enactment No: R18-322 18-1038 A Resolution requesting approval for the purchase of police squad car printers, paper and accessories from CDW-G of Vernon Hills in the amount of $81,556.50 This Resolution was approved. Enactment No: R18-323 18-1039 A Resolution requesting authority to purchase (50) HP Probook laptops, (50) Microsoft Surface laptops, 50 Microsoft Surface Pro tablets, their supplies and three year warranties from Insight Public Sector of Addison, IL in the amount of $141,380.55 . This Resolution was approved. Enactment No: R18-324 18-1043 A Resolution Authorizing Execution of Labor Agreement Between the City of Aurora and Aurora Fire Officers Association (AFOA) from January 1, 2017 to December 31, 2020 . Enactment No: R18-325 18-1049 A Resolution ratifying emergency expenditures with CDW-G Corporation of Vernon Hills, IL for security cameras related hardware, software and professional services under a National IPA purchasing contract in the amount of $168,000 for emergency repairs at various City sites . This Resolution was approved. Enactment No: R18-326 UNFINISHED BUSINESS 18-0893 An Ordinance Providing for the Execution of an Annexation Agreement with the Owners of Record Providing for ORI(S) Office, Research, and Light Industrial District with a Special Use zoning for the territory which may be Annexed to the City of Aurora located at west side of Orchard-Gateway Road, north of Vision Court being Vacant Land in Kane County, Aurora Illinois 60506 (PUBLIC HEARING) The public hearing was opened by Mayor Irvin. No speakers were present. A motion was made by Alderman Hart-Burns, seconded by Alderman Franco to close the public hearing. The motion carried by voice vote. The public hearing was opened by Mayor Irvin. No speakers were present. A motion was made by Alderman Hart-Burns, seconded by Alderman Jenkins to close the public hearing. The motion carried by voice vote. Comments were made regarding the budget and the bugeting process by Alderman O'Connor. Alderman Saville asked a question that was answered by John Curley, Chief Development Officer. Alderman Mervine, Alderman Lofchie and Alderman O'Connor spoke regarding a portion of the proposed budget. Marty Lyons, Chief Financial Officer, answered any questions. An amendment to the budget document was proposed by Alderman O'Connor, seconded by Alderman Lofchie to transfer $2M from the Golf fund (101-2521-415.50-99) to the General Fund (550-0000-819.01-01).
