Present: 10 - Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Sherman Jenkins, Alderman Bob O'Connor and Mayor Richard Irvin Absent: 1 - Alderman Juany Garza PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE MEETING OF TUESDAY, APRIL 9, 2019 AND CLOSED SESSION MINUTES OF MARCH 12, 2019 19-0303 Approval of the Tuesday, April 9, 2019 City Council Meeting Minutes . A motion was made by Alderman Hart-Burns, seconded by Alderman Mervine to approve and file the minutes. The motion carried by voice vote. 19-0304 Approval of the following Closed Session Minutes: March 12, 2019 . A motion was made by Alderman Hart-Burns, seconded by Alderman Saville to approve and file the minutes. The motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Hart-Burns, seconded by Alderman Jenkins, to appoint Officer Sullivan as Sergeant-at-Arms for this meeting. This Recognition was discussed and filed 19-0342 Proclamation for National Poetry Month - April 2019 This Proclamation was discussed and filed PUBLIC COMMENT After Clerk McCambridge provided a brief statement regarding public comment, the following members of the public addressed members of City Council: Mary Goetsch spoke regarding red light photo enforcement within the City of Aurora. Joan Solms spoke regarding Planned Parenthood and the Pride Parade. Alderman Franco left the meeting at 6:28 P.M. and returned at 6:31 P.M. Marjorie Logman spoke about her concerns regarding the weaknesses and strenghts of the City. Loretta Daly from Invest Aurora invited Aldermen to attend the Business Forum. Sandra Gonzalez, volunteer manager at Indivisible Aurora, spoke regarding disenfranchised and marginalized groups lack of inclusion in governmental processes. Michael Ochs spoke regarding the ComEd easement and thanked City Council for their swift action to his request. No further speakers were present. MAYORAL APPOINTMENTS 19-0311 A Resolution Appointing Zayra Gonzales to the Aurora Hispanic Heritage Advisory Board. Enactment No: O19-022 19-0126 A Resolution authorizing an extended hour of sale and consumption of alcoholic liquor for Liquor License classifications A, B, E and F on Sunday, May 5, 2019 only, upon approval by the Local Liquor Control Commissioner. This Resolution was approved. Enactment No: R19-116 19-0148 An Ordinance Amending Articles I through V of Chapter 29 of the City Code. This Ordinance was adopted. Enactment No: O19-023 19-0151 A Resolution Authorizing the Sale of Obsolete and Surplus Property . This Resolution was approved. Enactment No: R19-117 19-0202 A Resolution Approving the Final Plat for Cervantes Subdivision located at 594 5th Avenue This Resolution was approved. Enactment No: R19-118 City of Aurora Page 3 City Council Meeting Minutes - Final April 23, 2019 19-0232 A resolution authorizing the Director of Purchasing to enter into an agreement with LJ Morse Construction Company, 128 S. Broadway, Aurora, IL 60505 in the amount of $103,460 for New Carpentry required as part of the renovation of the 2nd Floor Bridge within the Development Services Center located at 77 S. Broadway. This Resolution was approved. Enactment No: R19-119 19-0248 A Resolution Authorizing a Contract with Superior Excavating, Co., 424 San Carlos Road, Minooka, IL 60447 in the amount of one hundred twenty-five thousand, three hundred seventy -six dollars and zero cents ($125,376.00) for the 2019 Sanitary Sewer Spot Repair project . This Resolution was approved. Enactment No: R19-120 19-0249 A Resolution Authorizing a Contract with Superior Excavating Co., in the amount of two hundred and seventy thousand, three hundred and sixty-four dollars and zero cents ($270,364.00) for the Commonwealth Avenue Street Sewer Separation project located in Ward 4 . This Resolution was approved. Enactment No: R19-121 19-0250 A Resolution the Acceptance of Bid Pricing from Beary Landscape Management, Lockport, IL for the Mowing Landscape Maintenance for the Property Standards Division (Bid 19-07) for a Two Year Contract with a one year optional extension. This Resolution was approved. Enactment No: R19-122 19-0257 A Resolution the Acceptance of Bid Pricing from Cleanslate Chicago, LLC for Mowing/Weed Maintenance of Private Property Violations under the direction of the Property Standards Division . This Resolution was approved. Enactment No: R19-123 19-0280 A Resolution Approving a Law Enforcement Mutual Aid Agreement between the City of Aurora and the City of Naperville . This Resolution was approved. State Street (Kurt Bentley - 19-0337 / AU35/1-19.050-A - SB - Ward 3) This Requests and Referrals was referred and accepted to the Planning Council REPORT 19-0309 Treasurer's Report - March 2019 A motion was made by Alderman Hart-Burn , seconded by Alderman Franco, that the report be accepted and filed. The motion carried. The open portion of the meeting went into recess at 6:45 P.M. The motion carried. City of Aurora . A motion was made by Alderman Jenkins, seconded by Alderman Hart-Burns to approve the motion as proposed. The motion carried.
