Mayor Irvin called the City Council meeting to order at 6:02 P.M. and the roll
was called.

19-0509 Approval of the following Closed Session Minutes: April 23, 2019.
A motion was made by Alderman Hart-Burns, seconded by Alderman Franco,
that the minutes be approved and filed. The motion carried by voice vote.
19-0522 Approval of the Tuesday, June 11 , 2019, City Council Meeting Minutes.
A motion was made by Alderman Hart-Burns , seconded by Alderman Garza,
that the minutes be approved and filed. The motion carried by voice vote.
APPOINTMENT OF SERGEANT-AT-ARMS
A motion was made by Alderman Hart-Burns, seconded by Alderman Franco,
to appoint Officer Sullivan as Sergeant-at-Arms for this meeting. The motion
carried by voice vote.

Gregory Jones, spoke to thank City Council, especially Alderman Hart-Burns.
Eugene Brown, spoke to express appreciation of the work done by Alderman
Hart-Burns.
Anne Mae Patterson, spoke to express appreciation of Mayor Irvin and
Alderman Hart-Burns.
David Smith, Sr., spoke to thank Alderman Hart-Burns for her service.
Dorothy Thomas, spoke to thank Alderman Hart-Burns for her work for the City
of Aurora.
Roger Vernon, spoke against item 19-0495.
Bob David, spoke against item 19-0495.

19-0495 A Resolution accepting the assignment of the contractual rights and
responsibilities of the Seize the Future Economic Development
Foundation, Inc. (Invest Aurora), for the purchase of certain real property
located on Bilter Rd. and authorizing the City's officers and employees to
complete the transactions contemplated by said contracts.
David Dibo, Director of Economic Development, John Curley, Chief Development
Officer, and Alex Alexandrou, Chief Management Officer were present to answer
questions, provide comparisons of other local development's land cost per square foot,
and provide additional information regarding the proposal.
Alderman Llamas, Alderman O'Connor, and Alderman Bugg spoke in favor of the
proposal. Alderman Lofchie spoke against the proposal.
A motion was made by Alderman Jenkins, seconded by Alderman Franco, that
this agenda item be approved. The motion carried.
