Present: 13 - Alderman Emmanuel Llamas, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Patty Smith, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Sherman Jenkins, Alderman Bob O'Connor and Mayor Richard Irvin PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE MEETINGS OF TUESDAY, JUNE 25, 2019 AND CLOSED SESSION MINUTES OF JUNE 18, 2019. 19-0569 Approval of the Tuesday, June 25 , 2019, City Council Meeting Minutes. A motion was made by Alderman Jenkins and seconded by Alderman Hart-Burns that the minutes as presented be approved and filed. The motion carried by voice vote. 19-0571 Approval of the following Closed Session Minutes: June 18, 2019. A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins that the minutes as presented be approved and filed. The motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins to approve the appointment of Officer Dave Brian as Sergeant-At-Arms for this meeting. PRESENTATIONS City of Aurora Page 1 City Council Meeting Minutes - Final July 9, 2019 PUBLIC COMMENT After Interim Clerk Voigt read a statement regarding Public Comment the following addressed the members of City Council: Mary Ann Vincent, Aurora Resident, spoke in support of Wayside Cross Ministries. John Konc, Oasis Christian Fellowship Church member, spoke in support of Wayside Cross Ministries. Mike Mueller, Aurora resident, spoke in support of Wayside Cross Ministries. Jeff Moore, Pastor of Aurora Presbyterian Church, spoke in support Wayside Cross Ministries. John Vincent, Aurora resident, spoke in support of Wayside Cross Ministries. Marjorie Logman, Aurora resident, spoke on a variety of topics. Jamie Becker, Pastor of Aurora Impact Church, spoke on Wayside Cross Ministries. Joan Solms, Aurora Township resident, spoke on a movie screening. Pastor Kevin Bedford, Progressive Baptist Church, spoke in support of the City of Aurora. CONSENT AGENDA A motion was made by Alderman Jenkins, seconded by Alderman Hart-Burns to approve the Consent Agenda as presented. This Resolution was approved. Enactment No: R19-211 19-0446 An Ordinance amending Chapter 2, Article III, Division 6, Section 2-285, and Section 2-286(c)(3) of the Code of the City of Aurora pertaining to the duties of the Corporation Counsel and the Law Department . This Ordinance was adopted. Enactment No: O19-043 19-0461 A Resolution authorizing the renewal of a three year ForcePoint Websense web filtering software subscription from CDW Government, Vernon Hills, Illinois in the amount of $57,650.00. This Resolution was approved. Enactment No: R19-212 19-0470 A Resolution establishing the maximum number of Class E City of Aurora liquor licenses ( unofficially related to application from: Mai Quesi Inc., dba Mai Quesi at 1518 E. New York, Aurora, IL) . This Resolution was approved. Enactment No: R19-213 19-0500 A Resolution establishing the maximum number of Class O City of Aurora liquor licenses (unofficially related to application from: Frontier C Banquets, Inc., dba: Frontier C Banquets, located at 802 E. Lake Street, Aurora, Illinois.). This Resolution was approved. Enactment No: R19-214 19-0501 A Resolution accepting the improvements and maintenance security for 4M Self Storage - Improvements 1675 Montgomery Rd. . This Resolution was approved. Enactment No: R19-216 19-0520 A Resolution Approving the Use of Preservation Funds for a Historic Preservation Grant Program and Adopting New Program Guidelines This Resolution was approved. Enactment No: R19-217 19-0524 A Resolution to Award the contract for the Century Lane Storm Sewer Extension project to H. Linden & Sons Sewer and Water, Inc., 722 E. South St., Unit D, Plano, IL 60545 in the amount of one hundred forty -two thousand, seven hundred forty-six dollars and zero cents ($142 ,746.00). This Resolution was approved. Enactment No: R19-218 19-0527 A Resolution authorizing the purchase of specialized training for the Aurora Police Department Special Response Team and Naperville Police Department Special Response Team for a not to exceed amount of $72,643.60. Enactment No: O19-045 UNFINISHED BUSINESS 19-0498 An Ordinance amending Chapter 8 of the City of Aurora Code of Ordinances Entitled "Video Gaming." . Marissa Spencer, Asst. Corporation Counsel presented briefly on this item. The Council requested a section of Chapter 8 be submitted to the RAP committee for further review and discussion. A motion was made by Alderman Hart-Burns, seconded by Alderman Jenkins to adopt the Ordinance.
