Present: 11 - Alderman Emmanuel Llamas, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Patty Smith, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Bob O'Connor and Mayor Richard Irvin Absent: 2 - Alderman Bill Donnell and Alderman Sherman Jenkins PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE REGULARLY SCHEDULED TUESDAY, JULY 23, 2019 CITY COUNCIL AND THE SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, JULY 25, 2019. 19-0653 Approval of the Tuesday, July 23, 2019 City Council Minutes. A motion was made by Alderman Hart-Burns, seconded by Alderman Garza to approve and file the minutes. The motion carried by voice vote with Alderman Mesiacos abstaining. 19-0657 Approval of the Thursday, July 25, 2019 Special City Council Minutes. A motion was made by Alderman Hart-Burns, seconded by Alderman Garza to approve and file the minutes. Th motion carried by a voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motiion was made by Alderman Hart-Burns, seconded by Alderman Garza to appoint Ofc. Sullivan as Sergeant-at-Arms for this meeting. PRESENTATIONS City of Aurora Page 1 City Council Meeting Minutes - Final August 13, 2019 19-0694 Recognition of the Class of 2019 Aurora Youth Law Enforcement Academy graduates A presentation was made by Mayor Irvin and Alderman Hart-Burns to honor the Leaders, graduates and Police Officers who led of the Aurora Youth Law Enforcement Academy. PUBLIC COMMENT After Clerk Voigt provided a statement on the rules of public comment, the following addressed members of the City Council: Marjorie Logman provided comments on a number of topics. PUBLIC HEARING 19-0573 An Ordinance Proposing the Creation of a Business District in the City of Aurora and the Establishment of a Public Hearing in Connection with the Same (Yorkshire Plaza/Route 59 Business District No. 1) . The Public Hearing public hearing was reconvened, a motion was made by Alderman Saville, seconded by Alderman Hart-Burns to continue until the August 27, 2019 City Council Meeting. The motion carried by voice vote. MAYORAL APPOINTMENTS 19-0518 A Resolution appointing Dr. Mark Curtis-Chavez and Anthony Wilkinson to the Aurora Education Commission . This Resolution was approved Enactment No: R19-242 19-0593 A Resolution appointing Manal Zaman, Liam Fitzpatrick, Matt Leslie, Neha Tokala, Diana Gonzalez and Veronica Gebbia and reappointing Adam Pauley to the Aurora Youth Council . This Resolution was approved Enactment No: R19-243 CONSENT AGENDA A motion was made by Alderman Hart-Burns, seconded by Alderman Garza, to approve the Consent Agenda as presented. 18-0322 A Resolution Accepting the Dedication of a City Easement, being Lot 1 of Diehl Industrial Park Subdivision located east of N. Eola Road and north of the Illinois Prairie Path This Resolution was approved. Enactment No: R19-246 19-0578 A Resolution to Authorize the Director of Purchasing to Execute the Engineering Agreement with Engineering Enterprises, Inc., 52 Wheeler Road, Sugar Grove, IL 60054, in the amount of $194,586.80 for the Construction Inspection and Material Testing Services for the Eola Road Realignment project (Section Number 17-00318-00-CH). This Resolution was approved. Enactment No: R19-247 19-0582 A Resolution authorizing the Director of Purchasing to enter into an agreement with Empire Today, LLC, 333 Northwest Avenue, Northlake, IL 60164 in the amount of $28,132.48 for flooring as part of the renovation of the 2nd Floor Bridge within the Development Services Center located at 77 S. This Ordinance was adopted. Enactment No: O19-052 19-0611 An Ordinance Proposing for the Establishment of a Special Service Area Number #200, Scientel Solutions (2021 N. Eola Road) Aurora, Illinois, DuPage County and providing for a public hearing and other procedures in connection therewith PIN #07-08-103-020 . This Ordinance was adopted. Enactment No: O19-053 19-0612 A Resolution Authorizing the City of Aurora to Enter into an Intergovernmental Funding Agreement with Metra for the Partial Reimbursement of Costs Incurred by the City in the Replacement of the Main Staircase at the Route 59 Transit Center in an Amount up to $50,000.00. This Resolution was approved. Enactment No: R19-249 19-0620 A Resolution Awarding the 2019 Small Diameter Sanitary Sewer CIPP Lining contract to Visu-Sewer of Illinois, LLC, 9014 S. This Ordinance was adopted. Enactment No: O19-055 19-0636 A Resolution authorizing the Fire Chief to execute agreements with educational institutions for internship programs on behalf of the City . This Resolution was approved. A motion was made that this agenda item be approved. The motion carried. Attached are ten (10) reports as follows: The 2018 Comprehensive Annual Financial Report (CAFR), the Board Communnications from Sikich, LLC, the 2018 Tax Increment Finance reports for TIFs 1,3,4,5,6,7, and 8, and The 2018 Single Audit for Federal Grants received ..
