City Hall - 2nd Floor City of Aurora Council Chambers 44 East Downer Place Aurora, IL City Council Meeting Minutes - Final Tuesday January 28, 2020 6:00 PM CALL TO ORDER City Clerk Stallings called the meeting to order at 6:05 p.m. ROLL CALL Present: 11 - Alderman Emmanuel Llamas, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Patty Smith, Alderman Edward Bugg, Alderman Judd Lofchie and Alderman Sherman Jenkins Absent: 2 - Alderman Bob O'Connor and Mayor Richard Irvin ELECTION OF TEMPORARY CHAIRPERSON City Clerk Stallings presided over the election of a Temporary Chairperson for the meeting. Alderman Garza nominated Alderman Saville, and was seconded by Alderman Mesiacos. Hearing no further nominations, and without objection, nominations were declared closed. Alderman Saville being the sole nominee. Without objection, Alderman Saville was declared elected to preside over this meeting. PLEDGE OF ALLEGIANCE INVOCATION Alderman Hart-Burns provided the Invocation. MINUTES OF THE MEETING OF TUESDAY, JANUARY 14, 2020 20-0033 Approval of the Tuesday, January 14, 2020 City Council Meeting Minutes. A motion was made by Alderman Franco and seconded by Alderman Bugg to approve and file the minutes as presented. The motion carried by voice vote. PRESENTATIONS 20-0058 Proclamation for Chinese New Year and recognition of the United Chinese Americans | Illinois Chapter (UCA-IL) for civic engagement work in Aurora. This Presentation was discussed and filed. 20-0059 Recognition of City Staff in the Quarterly Staff Recognition presentation at Aurora City Council. City Staff member, Anna Payton - Manager, Aurora Animal Control, was recognized. This recognition was discussed and filed. 20-0060 Swearing-In and Promotions for the Aurora Police Department City of Aurora Police Department promotional ceremony and swearing-in of new officers was conducted. This Resolution was approved. Enactment No: R20-008 CONSENT AGENDA A motion was made by Alderman Hart-Burns and seconded by Alderman Garza to approve the Consent Agenda as presented. This Resolution was approved. Enactment No: R20-009 19-1177 A Resolution Approving the Release of a Request for Proposals (RFP) for an Availability and Disparity Study on behalf of the City of Aurora. This Resolution was approved. Enactment No: R20-010 19-1178 A Resolution to approve the ratification for payment and expenses to Patterson Veterinary Supply, Inc. for various medications and vaccines for the animals in the care of Animal Care and Control not to exceed $35,100.00. This Resolution was approved. Enactment No: R20-011 19-1179 A Resolution authorizing the modification of an agreement between the Aurora Public Library and School District 129 pertaining to the responsibilities of the same with respect to the real property constituting Washington Middle School and the West Branch of the Aurora Public Library. This Resolution was approved. Enactment No: O20-010 20-0027 A Resolution authorizing a Redevelopment Agreement with Stolp Island Social Restaurant at 5 E. Galena Blvd providing $200,000 for capital build out of the restaurant. Enactment No: R20-014 UNFINISHED BUSINESS City of Aurora Page 5 City Council Meeting Minutes - Final January 28, 2020 19-1104 An Ordinance Granting a Special Use Permit for a Cannabis Dispensing Facility (2115) Use on the Property located at 1415 Corporate Boulevard Tracey Vacek, Senior Planner - City of Aurora, presented and responded to questions from City Council regarding this item. Jim Hughes, Next Generation Development, responded to questions from City Council regarding this item. A motion was made by Alderman Llamas and seconded by Alderman Franco to amend the proposed ordinance to add the following language: "That the petitioner install a sidewalk prior to occupancy along the east side of Church Road right of way from the northern access of 2485 Church Road to Bilter Road and install a sidewalk along the south side Corporate Boulevard right of way from Farnsworth Avenue to the eastern access of the Subject Property." A roll call vote was taken on the proposed amendment: Aye - 11 - Alderman Llamas, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Lofchie, and Alderman Jenkins. Nay - 0. Absent - 1 - Alderman O'Connor. The motion to amend the proposed ordinance passed. A motion was made by Alderman Franco and seconded by Alderman Jenkins, that this agenda item be adopt as amended.
