Present: 13 - Alderman Emmanuel Llamas, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Patty Smith, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Sherman Jenkins, Alderman Bob O'Connor and Mayor Richard Irvin MINUTES OF THE WEDNESDAY APRIL 1, 2020 CITY COUNCIL MEETING 20-0244 Approval of the Wednesday, April 1, 2020 City Council Meeting Minutes. A motion was made by Alderman Jenkins and seconded by Alderman Hart-Burns to approve the minutes as presented. The motion carried by voice vote. Alderman Mesiacos abstained from voting. PRESENTATIONS City staff presented an addition to the City of Aurora's website in response to the COVID-19 pandemic. City of Aurora Page 1 City Council Meeting Minutes - Final April 14, 2020 PUBLIC COMMENT The Clerk read a statement on the rules of public comment. The following individuals presented public comment: Ms. Terri Voitik presented representing the Big Woods Marmion Neighborhood regarding small business concerns due to COVID-19. Ms. Kathy Gardner presented regarding city-wide WIFI. Mr. Roger Vernon presented representing the Big Woods Marmion Neighborhood regarding concerns relating to the proposed amendments to the City of Aurora liquor code as well as supporting small businesses during COVID-19. Mr. Vernon submitted a hand-out via email prior to the meeting that was distributed to Council. CONSENT AGENDA A motion was made by Alderman Saville and seconded by Alderman Hart-Burns to approve the items on the consent agenda. The motion carried by the following vote: Aye: 12 - Alderman Llamas, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Lofchie, Alderman Jenkins and Alderman O'Connor 20-0216 A Resolution for accepting the improvements and waiving the maintenance security for WASD 129 - Jefferson School Improvements - 1151 Plum St. This Resolution was approved. Enactment No: R20-080 20-0217 A Resolution accepting the improvements and maintenance security for QT-9 Software - 2731Beverly Dr. This Resolution was approved. Enactment No: R20-081 20-0230 A Resolution approving Reduction No.1 for 3 securities associated with Mitchell Rd. Industrial Park. This Resolution was approved. Enactment No: R20-082 City of Aurora Page 2 City Council Meeting Minutes - Final April 14, 2020 NEW BUSINESS 20-0077 An Ordinance Amending Chapter 6 "Alcoholic Liquor", Sec. 6-2 "Definitions" and Sec. 6-8 "Classifications" of the City of Aurora Code of Ordinances. City of Aurora Assistant Corporation Counsel Deb Lang presented regarding this item. Alderman Llamas presented five (5) text amendments to the ordinance amendments contained in item 20-0077 as follows: 1. A motion was made by Alderman Llamas and seconded by Alderman Lofchie to remove proposed language contained in item 20-0077 regarding drive-thru service. The motion failed by the following vote: Aye: 3 - Alderman Llamas, Alderman Lofchie, Alderman O'Connor Nay: 9 - Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Jenkins 2. A motion was made by Alderman Llamas and seconded by Alderman Lofchie to remove proposed language contained in item 20-0077 regarding Exhibit B and reservation of the Farnsworth/Bilter Entertainment District. The motion failed by the following vote: Aye: 5 - Alderman Llamas, Alderman Donnell, Alderman Saville, Alderman Lofchie, Alderman O'Connor Nay: 7 - Alderman Garza, Alderman Mesiacos, Alderman Franco, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Jenkins 3. A motion was made by Alderman Llamas and seconded by Alderman O'Connor to remove proposed language contained in item 20-0077 regarding self-service.
