THE PUBLIC IS ADVISED THAT ALL TELEPHONE NUMBERS AND PARTICIPANT NAMES MAY BE VISIBLE TO THE PUBLIC. ROLL CALL Mayor Irvin called the meeting to order at 5:02 p.m. and the roll was called. Alderman Jenkins experienced technical difficulties at approximately 6:18 p.m. but returned to the meeting shortly thereafter. Mayor Irvin found that an in-person meeting of the Council was neither practical nor prudent and that it was not feasible for members of the public to attend this meeting in person at City Hall and that it was not feasible to require that any person be physically present at City Hall during this meeting. Present: 12 - Alderman Emmanuel Llamas, Alderman Juany Garza, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Patty Smith, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Sherman Jenkins, Alderman Bob O'Connor and Mayor Richard Irvin Absent: 1 - Alderman Ted Mesiacos PLEDGE OF ALLEGIANCE City of Aurora Student Leader, Ethan Vahl, led the Pledge of Allegiance. MINUTES OF THE TUESDAY, MAY 26, 2020 CITY COUNCIL MEETING 20-0315 Approval of the Minutes of the Tuesday, May 26, 2020 Special City Council Meeting. A motion was made by Alderman Hart-Burns and seconded by Alderman Franco to approve the minutes as presented. The motion carried by the following vote: Aye: 11 - Alderman Llamas, Alderman Garza, Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Lofchie, Alderman Jenkins and Alderman O'Connor PRESENTATIONS 1. Natalie Wiza, Office of Emergency Management - City of Aurora, presented, "Aurora Regional Area Command" and Aurora Police Department Deputy Chief Keith Cross answered questions from City Council. 2. Bryan Gay - President & CEO of Invest Aurora and Jessica Linder-Gallo - President & CEO of Aurora Regional Chamber of Commerce, presented regarding the "Restore Aurora Businesses Relief Fund" and answered questions from City Council. An update was given regarding the STABLE Fund. 3. John Curley, Chief Development Services Officer - City of Aurora, presented regarding damage sustained by Aurora businesses due to the civil unrest and rioting that occurred on May 31, 2020 through June 1, 2020 in the City of Aurora. 4. Mayor's Office Presentation. Mayor Irvin presented regarding the City of Aurora. PUBLIC COMMENT Ms. Asafonie Obed provided comment to the City Council via telephone. NEW BUSINESS 20-0321 Bill Summary and Large Bill List. A motion was made by Alderman Hart-Burns and seconded by Alderman Garza to approve and pay the bills. The motion carried by the following vote: Aye: 11 - Alderman Llamas, Alderman Garza, Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Lofchie, Alderman Jenkins and Alderman O'Connor City of Aurora Page 2 City Council Meeting Minutes - Final June 9, 2020 CONSENT AGENDA There were no items on the Consent Agenda. REPORT There were no reports presented at this meeting. CLOSED SESSION There was no need for a Closed Session at this meeting. ADJOURN After Mayor Irvin briefly commented regarding Phase III of the Reopen Illinois Plan as it relates to the City of Aurora, a motion was made by Alderman Hart-Burns and seconded by Alderman Garza to adjourn this meeting.
