Mayor Irvin found that an in-person meeting of the Council was neither practical nor prudent and that it was not feasible for members of the public to attend this meeting in person at City Hall. The meeting was conducted by Internet teleconference without the physical presence of a quorum. Mayor Irvin was present at the regular meeting location. A motion was made by Alderman Hart-Burns and seconded by Alderman Garza to approve the minutes as presented. A motion was made by Alderman Lofchie and seconded by Alderman Llamas to remove item 20-0352 from the Consent Agenda to Unfinished Business. Linden & Sons Sewer and Water, Inc., 722 E. South St., Unit D, Plano, IL 60545 in the amount of three hundred thirteen thousand, one hundred sixty dollars and zero cents ($313,160.00). This Ordinance was approved on the Consent Agenda. Enactment No: O20-041 20-0330 A Resolution authorizing the purchase of a replacement 2020 Ford Utility Police Interceptor from Currie Motors for $37,312.00. New York Street, Aurora, IL 60504). This Resolution was approved on the Consent Agenda. Enactment No: R20-134 UNFINISHED BUSINESS 20-0352 A Resolution authorizing the amendment of a redevelopment agreement between the City and Fox Valley Developers, LLC and the amendment of an intergovernmental agreement between the City and the Board of Education of East Aurora Public School District 131, both related to the redevelopment of the former Copley Hospital. Marty Lyons, Chief Financial Officer - City of Aurora, presented and responded to questions regarding this item. Rick Veenstra, Corporation Counsel - City of Aurora, presented and responded to questions regarding this item. Alderman Mesiacos abstained from discussion regarding this item and was not present on screen during Council's discussion regarding this item. This item was moved from the Consent Agenda to Unfinished Business by motion of Alderman Lofchie and second by Alderman Llamas. The following friendly amendment was proposed by staff and adopted by unanimous consent of the Council. The amendment to the proposed Ordinance is to read as follows: "And further BE IT ORDAINED, that prior to any disbursements pursuant to this Agreement, the City shall request and obtain from the Developer a certified statement of expenses detailing line item per cost category, including, but not limited to, a contractor’s statement and an owner’s statement." A motion was made by Alderman Franco and seconded by Alderman Hart-Burns to adopt this Ordinance as amended.
