Mayor Irvin found that an in-person meeting of the Council was neither practical nor prudent and that it was not feasible for members of the public to attend this meeting in person at City Hall. The meeting was conducted by Internet teleconference without the physical presence of a quorum. Mayor Irvin was present at City Hall, the regular meeting location. PRESENTATIONS 20-0639 Proclamation honoring October as Down Syndrome Awareness Month accepted by Kathryn Smith, Board Member of Gigi's Playhouse in Aurora. Kathryn Smith, Board Member of Gigi's Playhouse in Aurora, accepted the Mayoral Proclamation honoring October as Down Syndrome Awareness Month. Alderman Smith made a statement regarding Gigi's Playhouse. This Proclamation was discussed and filed. 20-0640 Proclamation honoring October as National Disability Employment Awareness Month accepted by the Aurora Advisory Commission on Disabilities. Lori Price, Aurora Advisory Commission on Disabilities, accepted the Mayoral Proclamation honoring October as National Disability Employment Awareness Month. This Proclamation was discussed and filed. 20-0641 Recognition of the winners of Aurora National Night In Spirit Competition. The winners of the Aurora National Night In Spirit Competition were announced. This Recognition was discussed and filed. 20-0642 Update on the CHANGE Reform Initiative Clayton Muhammad, City of Aurora, presented a brief update regarding the CHANGE Reform Initiative. John Perkins and Ramona Wood were both present. A motion was made by Alderman Hart-Burns and seconded by Alderman Garza to approve this item.
