Mayor Irvin found that an in-person meeting of the Council was neither practical nor prudent and that it was not feasible for members of the public to attend this meeting in person at City Hall. The meeting was conducted by Internet teleconference without the physical presence of a quorum. Mayor Irvin was present at City Hall, the regular meeting location. PRESENTATIONS 21-0122 Mayor’s Office Community Presentations Iman LeSure, BSN, RN - Emory University Hospital, was presented with the Mayor's Healthcare Hero Award. Ms. LeSure expressed her appreciation to the Council and Mayor Irvin for the Award. This Presentation was discussed and filed. 21-0123 Update on the CHANGE Reform Initiative Clayton Muhammad - City of Aurora, presented an update on the CHANGE Reform Initiative. This Presentation was discussed and filed. PUBLIC COMMENT Clerk Stallings recited the rules of public comment and the following citizens presented comment to the City Council: Mr. Anthony Tassone spoke regarding the police body-camera initiative in the City of Aurora and the need for data analysis. Nicole Mullins from the Aurora Grassroots Alliance, spoke regarding the media briefing that was held to address an increase in crime in Aurora. MAYORAL APPOINTMENTS 21-0059 A Resolution Appointing Valencia Gidron to "Sustainable Aurora" (The Mayor's Sustainable Aurora Advisory Board). A motion was made by Alderman Jenkins and seconded by Alderman Garza to approve this item. A motion was made by Alderman Hart-Burns and seconded by Alderman Garza to approve this item. This Resolution was approved on the Consent Agenda. Enactment No: R21-035 21-0042 A Resolution Approving the purchase and installation of three gear washers with plumbing from Washburn Machinery Inc. and Hobson Plumbing for the Aurora Fire Department. This Resolution was approved on the Consent Agenda. Enactment No: R21-036 21-0077 A Resolution to Award the contract for the Sexton Street Sanitary Sewer Improvements to Holiday Sewer and Water Construction, Inc., 1000 N. Rand Rd., Suite 116, Wauconda, IL 60084 in the amount of three hundred sixty-five thousand, four hundred thirty-two dollars and ten cents ($365,432.10). This Resolution was approved on the Consent Agenda. This Resolution was approved on the Consent Agenda. Enactment No: R21-038 DIRECT TO COUNCIL CONSENT 21-0102 Approval of the Minutes of the Tuesday, February 9, 2021 City Council Meeting. The Minutes were approved and filed as presented on the Direct to Council Consent Agenda. UNFINISHED BUSINESS There were no items of Unfinished Business. Martin Lyons, Chief Financial Officer - City of Aurora, presented a COVID-19 Financial Contingency Planning Update and responded to questions regarding this report. The Treasurer's Report was discussed and filed. APPROVAL OF THE BILL SUMMARY AND LARGE BILL LIST 21-0117 Bill Summary and Large Bill List A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins to approve and pay the bills.
