ROLL CALL Mayor Irvin called the Special City Council meeting to order at 5:51 p.m., after the regularly-scheduled Committee of the Whole Meeting, and the roll was called. Mayor Irvin found that an in-person meeting of the Council was neither practical nor prudent and that it was not feasible for members of the public to attend this meeting in person at City Hall. The meeting was conducted by Internet teleconference without the physical presence of a quorum. The City Clerk was present at City Hall, the regular meeting location. Present: 13 - Alderman Emmanuel Llamas, Alderwoman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderwoman Scheketa Hart-Burns, Alderwoman Patty Smith, Alderman Edward Bugg, Alderwoman Shweta Baid, Alderman-At-Large Sherman Jenkins, Alderman-At-Large Ron Woerman and Mayor Richard Irvin City of Aurora Page 1 City Council Meeting Minutes - Final May 18, 2021 PUBLIC COMMENT There were no members of the public registered to present public comment to City Council. NEW BUSINESS A motion was made by Alderman Franco and seconded by Alderwoman Hart-Burns to suspend the rules and consider items of new business. The motion carried by the following vote: Aye: 12 - Alderman Llamas, Alderwoman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderwoman Hart-Burns, Alderwoman Smith, Alderman Bugg, Alderwoman Baid, Alderman-At-Large Jenkins and Alderman-At-Large Woerman 21-0382 Election of the Mayor Pro Tem pursuant to Section 2-39 of the City Code. A motion was made by Alderwoman Smith and seconded by Alderwoman Garza to nominate Alderman Franco as Mayor Pro Tem. Alderman Franco accepted the nomination. A motion was made by Alderman Bugg and seconded by Alderman Llamas to nominate Alderwoman Hart-Burns as Mayor Pro Tem. Alderwoman Hart-Burns declined the nomination. A roll call vote was taken on the nomination of Alderman Franco as Mayor Pro Tem. The nomination was approved by the following vote and Alderman Franco was elected Mayor Pro Tem: Ayes for Franco: 12 - Alderman Llamas, Alderwoman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderwoman Hart-Burns, Alderwoman Smith, Alderman Bugg, Alderwoman Baid, Alderman Jenkins, Alderman Woerman. 21-0383 A Resolution Granting the Advice and Consent of the City Council to the Mayor's Appointment of Members and Designation of Chairpersons and Vice Chairpersons of the Standing Committees of the City Council. A motion was made by Alderwoman Garza and seconded by Alderwoman Hart-Burns to approve this item as presented. The motion carried by the following vote: Aye: 12 - Alderman Llamas, Alderwoman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderwoman Hart-Burns, Alderwoman Smith, Alderman Bugg, Alderwoman Baid, Alderman-At-Large Jenkins and Alderman-At-Large Woerman Enactment No: R21-125 City of Aurora Page 2 City Council Meeting Minutes - Final May 18, 2021 CLOSED SESSION There was no need for a closed session at this meeting. ADJOURN A motion was made by Alderwoman Hart-Burns and seconded by Alderwoman Garza to adjourn the meeting.
