City Hall - 2nd Floor City of Aurora Council Chambers 44 East Downer Place Aurora, IL City Council Meeting Minutes - Final Tuesday July 20, 2021 5:00 PM This Special City Council Meeting will be held immediately upon the adjournment of the 5:00 PM Committee of the Whole Meeting ROLL CALL Mayor Irvin called the meeting to order at 6:29 p.m. and the roll was called. Present: 13 - Alderman Emmanuel Llamas, Alderwoman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderwoman Scheketa Hart-Burns, Alderwoman Patty Smith, Alderman Edward Bugg, Alderwoman Shweta Baid, Alderman-At-Large Ron Woerman, Alderman-At-Large Sherman Jenkins and Mayor Richard Irvin PUBLIC COMMENT There were no members of the public present wishing to address the Council. BUSINESS REFERRED FROM THE JULY 20, 2021 COMMITTEE OF THE WHOLE MEETING At the Committee of the Whole Meeting held at 5:00 p.m. on July 20, 2021, the Committee directed that the following seven items be considered by the City Council as part of a Consent Agenda at this meeting: 21-0508, 21-0542, 21-0547, 21-0548, 21-0552, 21-0553, 21-0554 Without objection, these items were placed on the Consent Agenda for this Special City Council Meeting. A motion was made by Alderwoman Garza and seconded by Alderman Jenkins to approve the items by consent. The motion carried by the following vote: Aye: 12 - Alderman Llamas, Alderwoman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderwoman Hart-Burns, Alderwoman Smith, Alderman Bugg, Alderwoman Baid, Alderman Woerman, Alderman Jenkins City of Aurora Page 1 City Council Meeting Minutes - Final July 20, 2021 CONSENT AGENDA 21-0508 An Ordinance amending Chapter 2 of the Code of Ordinances pertaining to the City's Officers and Departments. This Ordinance was approved on the Consent Agenda. Enactment No: O21-038 21-0542 A Resolution Approving the Appointments of Management Personnel within the Public Works Department. This Resolution was approved on the Consent Agenda. Enactment No: R21-182 21-0547 A Resolution Approving the Appointments of Management Personnel within the Development Services Department. This Resolution was approved on the Consent Agenda. Enactment No: R21-183 21-0548 A Resolution Approving the Appointment of the Chief Financial Officer/City Treasurer. This Resolution was approved on the Consent Agenda. Enactment No: R21-184 21-0552 A Resolution Approving the Appointments of Management Personnel within the Community Affairs Department. This Resolution was approved on the Consent Agenda. Enactment No: R21-185 21-0553 A Resolution Approving the Appointments of Management Personnel within the Information Technology (IT) Department. This Resolution was approved on the Consent Agenda. Enactment No: R21-186 21-0554 A Resolution Approving the Appointments of Management Personnel within the Community Services Department. This Resolution was approved on the Consent Agenda. Enactment No: R21-187 City of Aurora Page 2 City Council Meeting Minutes - Final July 20, 2021 UNFINISHED BUSINESS 21-0549 A Resolution Approving the Appointments of Management Personnel within the Human Resources Department. A motion was made by Alderman Saville and seconded by Alderwoman Garza to approve this item. Alderman Bugg abstained from the vote on this item. The motion carried by the following vote: Aye: 11 - Alderman Llamas, Alderwoman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderwoman Hart-Burns, Alderwoman Smith, Alderwoman Baid, Alderman-At-Large Woerman and Alderman-At-Large Jenkins Abstain: 1- Alderman Bugg Enactment No: R21-188 21-0550 A Resolution Approving the Appointments of Chief and Deputy Chief of Police. Keith Cross, Incoming City of Aurora Chief of Police, briefly addressed Council regarding this item. Matt Thomas, Incoming City of Aurora Deputy Chief of Police, briefly addressed Council regarding this item. A motion was made by Alderwoman Hart-Burns and seconded by Alderwoman Garza to approve this item. The motion carried by the following vote: Aye: 12 - Alderman Llamas, Alderwoman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderwoman Hart-Burns, Alderwoman Smith, Alderman Bugg, Alderwoman Baid, Alderman-At-Large Woerman and Alderman-At-Large Jenkins Enactment No: R21-189 CLOSED SESSION There was no need for a closed session. ADJOURN A motion was made by Alderwoman Hart-Burns and seconded by Alderman Franco to adjourn the meeting.
