Please call the City Clerk's Office at (630) 256-3070 with questions. ROLL CALL Mayor Irvin called the meeting to order at 6:02 p.m. and the roll was called. A motion was made by Alderwoman Smith and seconded by Alderman Jenkins to allow Alderwoman Hart-Burns to participate in this meeting remotely via Zoom. The motion carried by voice vote and Alderwoman Hart-Burns participated via Zoom. Present: 13 - Alderman Emmanuel Llamas, Alderwoman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderwoman Scheketa Hart-Burns, Alderwoman Patty Smith, Alderman Edward Bugg, Alderwoman Shweta Baid, Alderman Ron Woerman, Alderman Sherman Jenkins and Mayor Richard Irvin PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by City of Aurora Staff Veterans Jim Birchall and Derek Winston. INVOCATION The Invocation was presented by Alderwoman Hart-Burns. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Jenkins and seconded by Alderwoman Smith to appoint a Sergeant-At-Arms for this meeting. The motion carried by voice vote and Officer Sullivan served as Sergeant-At-Arms for this meeting. MAYOR'S OFFICE OF COMMUNITY AFFAIRS PRESENTATIONS Clayton Muhammad, Chief Communications Officer - City of Aurora, presented regarding the upcoming Dr. Martin Luther King, Jr. Commemoration on Monday, January 16th at 6:00 p.m. City of Aurora Page 1 City Council Meeting Minutes - Final January 10, 2023 MAYORAL APPOINTMENTS 22-1025 A Resolution approving the appointment of Craig Gunty and reappointment of Ramona Wood to the Civil Service Commission. A motion was made by Alderwoman Hart-Burns and seconded by Alderwoman Garza to approve this item. Salvador Leon spoke regarding item 22-1047. CONSENT AGENDA The City Clerk read the Consent Agenda and the Direct to Council Consent Agenda in full. A motion was made by Alderwoman Smith and seconded by Alderwoman Garza to approve the Consent Agenda and the Direct to Council Consent Agenda as read. This Ordinance was adopted on the Consent Agenda. Enactment No: O23-001 22-1049 An Ordinance Amending Chapter 2 of the Code of Ordinances Pertaining to the City's Officers and Departments. Alex Alexandrou, Chief Management Officer - City of Aurora, responded to questions regarding this item. This Ordinance was adopted on the Consent Agenda. Mayor Irvin appointed Jim Birchall as Interim Director and Derrick Winston as Interim Deputy Director of the Public Facilities Department. The Minutes were approved and filed on the Direct to Council Consent Agenda. 22-1068 Approval of the Minutes of the Tuesday, December 20, 2022, Special City Council Meeting. The Minutes were approved and filed on the Direct to Council Consent Agenda. UNFINISHED BUSINESS There were no items of Unfinished Business. NEW BUSINESS There were no items of New Business. REPORT 23-0009 Treasurer's Report - November 2022 Mayor Irvin acknowledged receipt of the November 2022 Treasurer's Report. APPROVAL OF THE BILL SUMMARY AND LARGE BILL LIST 23-0014 Bill Summary and Large Bill List. A motion was made by Alderwoman Garza and seconded by Alderman Jenkins to approve and pay the bills.
