Please call the City Clerk's Office at (630) 256-3070 with questions. ROLL CALL Mayor Pro Tem Franco called the meeting to order at 6:03 p.m. and the roll was called. Present: 11 - Alderman Emmanuel Llamas, Alderwoman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderwoman Patty Smith, Alderman Edward Bugg, Alderwoman Shweta Baid, Alderman Ron Woerman and Alderman Sherman Jenkins Absent: 2 - Alderwoman Scheketa Hart-Burns and Mayor Richard Irvin APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Jenkins and seconded by Alderwoman Garza to appoint a Sergeant-at-Arms for this meeting. The motion carried by voice vote and Officer Zuniga served as Sergeant-at-Arms for this meeting. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Zaid Kazmi, a Senior at Matea Valley High School. City of Aurora Page 1 City Council Meeting Minutes - Final March 28, 2023 MAYOR'S OFFICE OF COMMUNITY AFFAIRS PRESENTATIONS The Mayor's Award of Excellence was presented to Dr. Jamal Tayh and Shaykh Rizwan Ali. The Mayor's Award of Excellence in Youth Leadership was presented to Sabha Fatima, Shanza Khan and Zaid Kazmi. Mayor Pro Tem Franco presented a Mayoral Proclamation for the Holy Month of Ramadan. A moment of silence was observed in honor of the passing of Whitey Peters, former 5th Ward Alderman. Members of the City Council presented comments in remembrance of Mr. Peters. MAYORAL APPOINTMENTS 23-0186 A Resolution approving the appointment of Curtis Wilson to the African American Heritage Advisory Board. A motion was made by Alderman Jenkins and seconded by Alderwoman Garza to approve this item. Enactment No: R23-083 23-0203 A Resolution awarding Cox Landscaping LLC, Yorkville, IL as the 2023 contractor for Downtown mowing and landscape maintenance with the option for two (2) one year extensions. Enactment No: R23-088 23-0217 A motion authorizing and directing the Chief Human Resources Officer to execute a settlement agreement on behalf of the City in Worker's Compensation Claim #189631894. This Recommendation was approved on the Consent Agenda. 23-0222 A Resolution authorizing approval of a 3-year renewal of software licenses for Computer Aided Dispatch (CAD), Records Management System (RMS) at a total cost of $1,023,986.27 from Intergraph Corporation, 305 Telegraph Way, Madison, AL. This Resolution was approved on the Consent Agenda. Enactment No: O23-018 23-0168 An Ordinance for the Establishment of Special Service Area #214 for Stormwater Management Purposes Related to Real Property Commonly Known as Liberty Meadows, Located at 4275 Ferry Road, Aurora, Illinois. This Ordinance was approved on the Direct to Council Consent Agenda. Enactment No: O23-019 23-0233 A Resolution approving reduction No. 1 for Senior Living Roadway Improvements, 195 Fox Valley Center. This Resolution was approved on the Direct to Council Consent Agenda. Enactment No: R23-090 23-0236 Approval of the Minutes of the Tuesday, March 14, 2023, City Council Meeting. The Minutes were approved and filed as read on the Direct to Council Consent Agenda. UNFINISHED BUSINESS 23-0138 An Ordinance Granting a Conditional Use Permit for a Cannabis Dispensing Facility (2115) Use on the Property located at 1350 N. Orchard Road Alderman Woerman recused himself and left the room during the discussion and vote on this item. Petitioners from AuraLight Dispensary gave a presentation regarding this item. A motion was made by Alderman Saville and seconded by Alderman Jenkins to approve this item. The motion carried by the following vote: Aye: 10 - Alderman Llamas, Alderwoman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderwoman Smith, Alderman Bugg, Alderwoman Baid and Alderman Jenkins Enactment No: O23-020 City of Aurora Page 7 City Council Meeting Minutes - Final March 28, 2023 23-0198 An Ordinance amending Chapter 25, Article XII entitled "Mobile Food Unit Vendors" of the Code of Ordinances. Alex Voigt, Deputy Chief of Staff - City of Aurora, spoke and responded to questions regarding this item. Alex Alexandrou, Chief Management Officer - City of Aurora, spoke regarding this item. A motion was made by Alderman Jenkins and seconded by Alderman Llamas to approve this item. A motion was made by Alderman Franco and seconded by Alderman Woerman to amend the original motion to approve this item by adding an implementation date of January 1, 2024 to enforce the location provisions. Alderman Franco retracted his motion to amend the original motion to approve. Additional discussion was held regarding the original motion to approve this item. A subsequent motion was made by Alderman Franco and seconded by Alderman Woerman to amend the motion to approve this item to include that the implementation of the location provision, specifically relating to the distance requirement for existing registered mobile food unit vendors, will take effect on January 1, 2024. The motion to amend carried by voice vote and the item was amended as stated. A motion was made by Alderman Donnell and seconded by Alderwoman Garza to approve this item.
