ROLL CALL Mayor Irvin called the meeting to order at 6:01 p.m. and the roll was called. Alderman Bugg was not present at roll call, however, he arrived at the meeting at 6:04 p.m. and is marked present. Present: 12 - Alderman Daniel Barreiro, Alderwoman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderwoman Patty Smith, Alderman Edward Bugg, Alderwoman Shweta Baid, Alderman John Laesch, Alderman Ron Woerman and Mayor Richard Irvin Absent: 1 - Alderman Brandon Tolliver APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderwoman Smith and seconded by Alderwoman Garza to appoint a Sergeant-At-Arms for this meeting. The motion carried by voice vote and Officer Dispensa served as Sergeant-At-Arms for this meeting. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Master Sergeant Scott Hellinger, West Aurora High School's ROTC Instructor and Air Force Retiree, who was appointed to the Aurora Veteran's Advisory Council at this meeting. INVOCATION The Invocation was presented by Senior Pastor Michael Hurst of New Horizon Christian Fellowship Church. City of Aurora Page 1 City Council Meeting Minutes - Final October 8, 2024 MAYOR'S OFFICE OF COMMUNITY AFFAIRS PRESENTATIONS Mayor Irvin presented Pastor Michael Hurst of New Horizon Christian Fellowship Church with the City of Aurora Certificate of Appreciation in honor of Clergy Appreciation Month, for his many years of service. Rod Young, the Vice President of Black Contractors Owners & Executives, presented Mayor Irvin with the BCOE Advocacy Award. Chief of Staff, Marcela Cartagena, of the Illinois Hispanic Chamber of Commerce, presented the Small Business of the Year Award to La Quinta de los Reyes. Mayor Irvin presented the Mayor's Award of Excellence to the following: - The Illinois Hispanic Chamber of Commerce in recognition of Hispanic Heritage Month 2024. - Jaime Rodriguez, owner of El Paso Mas Grande. - Brandon Rodriguez, owner of Paradise Tattoo Shop. - Daniel Cuevas, new owner of Banana Split. October is Breast Cancer Awareness Month and the "Walk for Hope" fundraiser was held on Saturday, October 5, 2024. October is Mental Health Awareness Month and the first City of Aurora Mental Health Symposium will be held on October 30, 2024. October is CyberSecurity Awareness Month and special workshops will be held this month. Mayor Irvin presented the CyberSecurity Awareness Month Proclamation to members of the City of Aurora's IT Department. The Lumenaura Opening Festival is October 11th through October 13th, 2024. MAYORAL APPOINTMENTS 24-0656 A Resolution approving the appointment of Scott Hellinger to the Aurora Veteran's Advisory Council (AVAC). A motion was made by Alderman Franco and seconded by Alderwoman Smith to approve this item. [Ward 2] Chad Gravenites, owner of Arthouse was present to answer questions from the council. A motion was made by Alderwoman Smith and seconded by Alderman Saville to approve this item. Enactment No: O24-064 City of Aurora Page 6 City Council Meeting Minutes - Final October 8, 2024 UNFINISHED BUSINESS 24-0599 A Resolution authorizing payment to Kane County Division of Transportation in the amount of $94,445.88 for the City's 50% cost share of recent major roadway repairs to Orchard Road and the execution of an Intergovernmental Agreement between the City of Aurora and the County of Kane for Orchard Road Fence Replacement. Ken Schroth, Director of Public Works and City Engineer - City of Aurora, responded to questions. A motion was made by Alderwoman Smith and seconded by Alderman Franco to approve this item. Prior to the vote to approve this item, a motion was made by Alderman Laesch and seconded by Alderman Bugg to amend this item to add language that City Council, "shall explore and evaluate all viable alternatives to finance the portion of the costs for the precast concrete site screen wall, which the IGA authorized by this resolution contemplates being funded by taxes levied within a special service area, from other sources."
