ROLL CALL Mayor Laesch called the meeting to order at 6:00 p.m. and the roll was called. A motion was made by Alderwoman Smith and seconded by Alderman Franco to allow Alderman Bugg to participate in this meeting remotely pursuant to Sec 2-80 of the code of ordinances. The motion carried by the following vote and Alderman Bugg participated in this meeting remotely beginning at 6:01 p.m. and was therefore marked present for the meeting: Present: 13 - Alderman Daniel Barreiro, Alderwoman Juany Garza, Alderman Ted Mesiacos, Alderman Jonathan Núñez, Alderman Carl Franco, Alderman Mike Saville, Alderman Javier Bañuelos, Alderwoman Patty Smith, Alderman Edward Bugg, Alderwoman Shweta Baid, Alderman-At-Large Keith Larson, Alderman-At-Large Will White and Mayor John Laesch APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderwoman Smith and seconded by Alderman Franco to appoint a Sergeant-at-Arms for this meeting. The motion carried by voice vote and Officer Ortinau served as Sergeant-at-Arms for this meeting. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Alderman Franco. PUBLIC COMMENT The City Clerk read the Rules of Public Comment and the following people presented comments to the City Council: 1. Rick Lawrence spoke regarding the Aurora Alliance and tax money. 2. Joe Lusk spoke regarding property at 1231 Mitchell Rd. 3. Dina Weiss spoke regarding property at 1231 Mitchell Rd. CONSENT AGENDA The Consent Agenda and the Direct to Council Consent Agenda were read in full. A motion was made by Alderman Barreiro and seconded by Alderman Mesiacos to remove items 25-0421, 25-0422 and 25-0424 from the Consent Agenda to Unfinished Business. After the removal of those three items from the Consent Agenda, a motion was made by Alderman Franco and seconded by Alderwoman Garza to approve the Consent Agenda and the Direct to Council Consent Agenda with the removal of items 25-0421, 25-0422 and 25-0424. Enactment No: R25-201 25-0381 A motion authorizing and directing the Chief Human Resources Office to execute a settlement agreement on behalf of the City in Worker's Compensation Claim # 21Q05I559122. This Recommendation was approved on the Consent Agenda. 25-0423 An Ordinance Vacating a Portion of Dedicated Public Right of Way for High Street located north of E. Indian Trail in Kane County, Aurora, Illinois This Ordinance was approved on the Consent Agenda. Enactment No: O25-037 City of Aurora Page 2 City Council Meeting Minutes - Final June 10, 2025 25-0449 A Resolution to select GNV Urban Art as a Consultant to Use Existing Funds for the Lumenaura Festival 2025, the City's Second Annual Interactive Light and Sound Experience. This Resolution was approved on the Consent Agenda. Enactment No: R25-202 25-0458 An Ordinance Amending The Annual Budget For The Fiscal Year Beginning January 1, 2025 and Ending December 31, 2025 (Amendment #2 For The 2025 Fiscal Year). This Ordinance was approved on the Consent Agenda. Enactment No: O25-038 25-0463 A motion authorizing and directing the Chief Human Resources Officer to execute a settlement agreement on behalf of the City in Worker's Compensation Claim #24Q05M342495 This Recommendation was approved on the Consent Agenda. DIRECT TO COUNCIL CONSENT AGENDA 25-0464 Approval of the Minutes of Tuesday, May 27, 2025, City Council Meeting. The minutes were approved and filed as presented on the Direct to Council Consent Agenda. UNFINISHED BUSINESS 25-0446 An Ordinance providing for the issuance of not to exceed $95,000,000 General Obligation Bonds of the City of Aurora, Kane, DuPage, Kendall and Will Counties, Illinois, for the purpose of financing capital improvements in and for said City, providing for the levy of a direct annual tax sufficient to pay the principal of and interest on said bonds, and authorizing the proposed sale of said bonds to the purchaser thereof. Chris Minick, Chief Financial Officer, presented and responded to questions. Rick Veenstra, Corporation Counsel, responded to questions. A motion was made by Alderman Franco and seconded by Alderman Saville to adopt this Ordinance. (HELD) Enactment No: O25-041 25-0422 An Ordinance Establishing a Conditional Use Planned Development at 1231 Mitchell Road, to be incorporated under the existing Aurora Turners Plan Description, under Parcel A, and amending Chapter 49 of the Code of Ordinances, City of Aurora, by modifying the zoning map attached thereto, to an underlying zoning of B-2 Business District - General Retail Chris Minick, Chief Financial Officer - City of Aurora, presented and responded to questions. The Treasurer's Report for April 2025 was discussed and filed. A motion was made by Alderman Mesiacos and seconded by Alderwoman Smith to approve and pay the bills. The motion carried by the following vote: Aye: 12 - Alderman Barreiro, Alderwoman Garza, Alderman Mesiacos, Alderman Núñez, Alderman Franco, Alderman Saville, Alderman Bañuelos, Alderwoman Smith, Alderman Bugg, Alderwoman Baid, Alderman-At-Large Larson and Alderman-At-Large White CLOSED SESSION There was no need for a Closed Session.
