Downer Place Aurora, IL 60507 Meeting Minutes - Final Thursday, March 17, 2022 6:00 PM City Hall - Second Floor Council CHambers Civilian Review Board Civilian Review Board Meeting Minutes - Final March 17, 2022 CALL TO ORDER Chair Bright called the meeting to order at 6:03 p.m. and the roll was called. ROLL CALL Members present: Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson (9). Members absent: (0). OTHERS PRESENT Others present: George Gutierrez, Emily Beaupre, Rita Oceguera; Injustice Watch, Dorin Ene; I.T. Service Desk Coordinator, Clifton Moore; Chief Information Security Officer, Michelle Williams, Director of Diversity, Equity and Inclusion; Lieutenant Theodore Grommes, Aurora Police Department; Deborah Lang, Assistant Corporation Counsel; Chanel Kassis, Board Secretary. APPROVAL OF MINUTES Holding over the Meeting Minutes approval from 01-20-2022 until the next meeting. PUBLIC COMMENT Two members of the public were present and addressed the Civilian Review Board. George Gutierrez and Emily Beaupre both received three minutes each to address the board. REPORT OF THE CHAIR Chair Bright provided an overview of her board related activities over the past two months. Vice Chair McMillian made a motion that the Chair is responsible for preparing the agenda for the Board's meetings in consultation with the Vice Chair and the other members on the board as well as city staff and APD staff, seconded by Member Gaddis. The motion was carried by a roll vote as follows: Ayes: 9 - Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Member Char made a motion to set the second Monday of each month as the City of Aurora Page 1 Civilian Review Board Meeting Minutes - Final March 17, 2022 deadline for board members to submit agenda topics ahead of the monthly board meeting to the Chair, seconded by Member Brown. The motion was carried by a roll vote as follows: Ayes: 9 - Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Vice Char McMillian made a motion that the board have at least 7 business days advance notice of cases that are being referred from the APD prior to them being scheduled for a meeting, seconded by Member Gibson. The motion was carried by a roll vote as follows: Ayes: 8 - Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha. Nayes: 0. Abstained: 1 - Curtis Wilson. DISCUSSION OF RECORDS None. SOFTWARE TRAINING I.T. Q & A Clifton Moore; Chief Information Security Officer, provided an overview on laptop security and restrictions and answered board members' questions. Dorin Ene; I.T. Service Desk Coordinator, provided an overview training on SharePoint and answered board members' questions. OLD BUSINESS Ethics Training Board members were informed that the Ethics training audio has been uploaded to SharePoint and once the training has been completed, a certificate would be presented. NEW BUSINESS Updates on Strategic Plan and Outreach Events City of Aurora Page 2 Civilian Review Board Meeting Minutes - Final March 17, 2022 Member Char requests that board members email him with any updates to the activities that each member is leading for the Strategic Plan. Member Char informed the board that he reached out to Alderwoman Shweta Baid of Ward 10 to see if she has any community events that the CRB can participate in as a community outreach program. Alternatively, Alderwoman Shweta Baid has offered to come speak at any events that the CRB will host in the future. Member Brown informed the board that he is organizing an event to get law enforcement and social service providers together to discuss and educate the community on how to access law enforcement emergency responders when there is someone with serious problems. Member Brown has contacted various organizations to set up a meeting on May 21, 2022 at the main library for the event with the intent to have a panel discussion with community questions and answers. 2021-0143 - Chief's Disposition Holding over until the next meeting. 2021-0280 - Chief's Disposition Holding over until the next meeting.
