ROLL CALL Members present: Rajesh Char, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson (5). Members absent: Kim Bright, Timothy Brown, Jacqueline Gibson (3). OTHERS PRESENT Others present: Lieutenant Bryan Handell, Aurora Police Department; Michele Clark, Director of Diversity, Equity and Inclusion; Deb Lang; Assistant Corporation Counsel. APPROVAL OF MINUTES 22-0844 Approval of the Minutes of the Thursday, September 15, 2022, Civilian Review Board Meeting Member McMillian made a motion to approve the minutes, seconded by Member Rocha. The motion was carried by a roll vote as follows: Ayes: 5 - Rajesh Char, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Absent: 3 - Kim Bright, Timothy Brown, Jacqueline Gibson. PUBLIC COMMENT None. REPORT OF THE CHAIR None. NEW BUSINESS Member Rocha made a motion to have an agenda item added to the agenda for next month's meeting to have a discussion as a Board about attendance requirements of board members, seconded by Member Ingram. Member Wilson made a motion to have an agenda item added to the agenda City of Aurora Page 1 Civilian Review Board Meeting Minutes - Final October 20, 2022 for next month's meeting to discuss the conclusion of the finality of Member Gaddis' tenure as a member of the Board,seconded by Member Ingram. Member Rocha made a motion to have an agenda item added to the agenda for next month's meeting to have a discussion on public comment, CRB's ability to ask for further information (city staff capabilities to follow-up (i.e.,City Council's meetings)), and how can the Board respond to the public, seconded by Member Ingram. Member Wilson made a motion to have an agenda item added to the agenda to December's meeting to work on Closed Session's minutes. 22-0842 2021-0343 - Chief's Disposition Member Rocha made a motion to approve the Chief's disposition in case 2021-0343, seconded by Member McMillian. The motion was carried by a roll vote as follows: Ayes: 5 - Rajesh Char, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Absent: 3 - Kim Bright, Timothy Brown, Jacqueline Gibson. 22-0843 2021-0355 - Chief's Disposition Member McMillian made a motion to approve the Chief's disposition in case 2021-0355, seconded by Member Ingram. The motion was carried by a roll vote as follows: Ayes: 5 - Rajesh Char, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Absent: 3 - Kim Bright, Timothy Brown, Jacqueline Gibson. CLOSED SESSION A motion was made by Vice Chair Char, seconded by Member Rocha to adjourn the Open Session meeting. Open Session adjourned at 6:46 p.m. The motion was carried by a roll vote as follows: Ayes: 5 - Rajesh Char, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Absent: 3 - Kim Bright, Timothy Brown, Jacqueline Gibson. Consideration and Adoption of the Board's Recommendations to the Chief of Police Regarding Pending Civilian Complaints 2022-0151 Discussed in Closed Session. ADJOURNMENT A motion was made by Vice Chair Char, seconded by Member Rocha to end Closed Session and to adjourn the meeting upon the closure of Closed Session.
