ROLL CALL Members present: Kim Bright, Timothy Brown, Rajesh Char, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson (7). Members absent: Jacqueline Gibson (1). OTHERS PRESENT Others present: Deb Lang, Assistant Corporation Counsel; Jennifer Stallings, City Clerk. APPROVAL OF MINUTES Approval of the Minutes of the Thursday, October 20, 2022, Civilian Review Board Meeting. Vice Chair Char made a motion to approve the minutes, seconded by Member McMillian. The motion carried by roll call vote as follows: Ayes: 5 - Rajesh Char, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Abstain: 2 - Kim Bright, Timothy Brown. PUBLIC COMMENT Clerk Stallings read the Rules of Public Comment and the following members of the public presented comment to the Board: 1. Ronneil Cooper spoke regarding complaints against the Aurora Police Department. 2. John Laesch spoke regarding police policy and procedure. REPORT OF THE CHAIR Chair Bright briefly presented a report including information about an upcoming meeting with the Aurora Police Department. NEW BUSINESS City of Aurora Page 1 Civilian Review Board Meeting Minutes - Final November 17, 2022 Consideration of Draft CRB Recommendation to the Chief in Case - 2022-0151 Member McMillian made a motion to approve the CRB Recommendation to the Chief in Case 2022-0151, seconded by Member Rocha. The motion was carried by a roll vote as follows: Ayes: 5 - Rajesh Char, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Abstain: 2 - Kim Bright, Timothy Brown. Attendance Requirements of Board Members Member McMillian made a motion to notify the Mayor's Office to remove Member Gibson from the Civilian Review Board under Section 2-414(a) of the Municipal Code, seconded by Member Rocha. The motion carried by roll call vote as follows: Ayes: 7 - Kim Bright, Timothy Brown, Rajesh Char, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Abstain: 0. Member McMillian made a motion to request the Mayor's Office to confirm Member Gaddis' resignation from the Civilian Review Board, provide a update on his replacement/appointment as well as a timetable, seconded by Member Ingram. The motion carried by roll call vote as follows: Ayes: 7 - Kim Bright, Timothy Brown, Rajesh Char, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Abstain: 0. Member Rocha made a motion to ask the City of Aurora to contact the original applicants for the Civilian Review Board positions, to publicize the vacancies on social media, have appointments that reflect geographical representation (Spanish speaking and people of color focus), seconded by Member McMillian. Presentation on Attendance for CRB and Rules for Boards, Commissions, and Councils This agenda item was discussed during 22-0946. Public Comment and CRB Response ..body Member Rocha made a motion to invite Aurora Police Department to provide information about cavity search policies and invite Mr. Ronneil Cooper and additional public members to provide comment on this, seconded by Member Brown. Process of Quitting, Replacing, and Removing Board Members This agenda item was discussed during 22-0946. Boards, Commissions, and Councils Ethics Update Deb Lang provided an Ethics update for the Boards, Commissions, and Councils. ADJOURNMENT A motion was made by Member McMillian, seconded by Member Rocha to adjourn the meeting.
