ROLL CALL Members present: Kim Bright, Timothy Brown, Rajesh Char, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson (7). Members absent: (0). OTHERS PRESENT Others present: Judy Durham; Newly Appointed CRB Member, Deputy Chief Matthew Thomas; Aurora Police Department, Nydia Molina; Assistant Corporation Counsel, Frankie Zepeda; IT Service Desk Engineer, Michele Williams-Clark; Director of Diversity, Equity and Inclusion, and two members of the public. APPROVAL OF MINUTES Approval of the Minutes of the Thursday, May 18, 2023, Civilian Review Board Meeting. Member McMillian made a motion to approve the minutes with revisions, seconded by Member Ingram. The motion was carried by a roll vote as follows: Ayes: 5 - Kim Bright, Timothy Brown, Ginger Ingram, Andrea McMillian, Lily Rocha. Nayes: 0. Abstain: 2 - Rajesh Char, Curtis Wilson. PUBLIC COMMENT None. REPORT OF THE CHAIR Chair Bright briefly presented a report about the NACOLE (National Association for Civilian Oversight of Law Enforcement) conference in Chicago taking place November 12-16, 2023. NEW BUSINESS Legal - Explanation of Complaint Process Assistant Corporation Counsel Nydia Molina presented a PowerPoint presentation to address some of the questions and concerns that the Board has raised with respect to the type of complaints that the Board should be receiving information on and the type of complaints that the ordinance requires the Board to review. Legal - Closed Session Minutes Review Procedure Assistant Corporation Counsel Nydia Molina presented a PowerPoint presentation on the Closed Session Minutes Review Procedure. Reappointments and Elections Assistant Corporation Counsel Nydia Molina discussed reappointments for Vice Chair Char, Member Ingram and Member Wilson and discussed elections that will take place during the CRB meeting in August. OLD BUSINESS Update to Strategic Plan Vice Chair Char presented the Strategic Plan updates to the Board. ADJOURNMENT A motion was made by Member McMillian, seconded by Member Rocha to adjourn the meeting. The motion carried by voice vote.
