ROLL CALL Members present: Kim Bright, Timothy Brown, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson (6). Members absent: Rajesh Char, Judy Durham (2). OTHERS PRESENT Others present: Michael Pegues; IT Chief Information Officer, Leela Karumuri; IT Director of Cyber Technology Risk, Julian Spencer; IT Support Desk Engineer, Frankie Zepeda; IT Service Desk Engineer, and Nydia Molina, Assistant Corporation Counsel. APPROVAL OF MINUTES 23-0755 Approval of the Minutes of the Thursday, August 17, 2023, Civilian Review Board Meeting. Vice Chair Brown made a motion to approve the minutes, seconded by Member Bright. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Absent: 2 - Rajesh Char, Judy Durham. PUBLIC COMMENT None. PRESENTATION / GUEST SPEAKER Member McMillian made a motion limit guest speakers to a 10 minute presentation and a 10 minute Q&A , seconded by Vice Chair Brown. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 1 - Ginger Ingram. NEW BUSINESS 23-0756 2023-0091 - CRB Recommendation to the Chief - Draft Member Rocha made a motion to approve the CRB Recommendation to the Chief in Case 2023-0091 - Draft, seconded by Member McMillian. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Absent: 2 - Rajesh Char, Judy Durham. 23-0757 Mandatory Annual KnowBe4 Security Awareness Training with I.T. Leela Karumuri provided instruction to board members about the importance of cyber security and made sure everyone was able to log into the security awareness website in order to be able to take the training online. 23-0762 City of Aurora Neighborhood Group Meetings Chair Wilson discussed the importance of the CRB collaborating with neighborhood groups within the City of Aurora. UNFINISHED BUSINESS 23-0761 2023 Annual NACOLE Conference Member Bright made a motion to approve board members and two staff members in attending the 29th Annual NACOLE Conference in Chicago from November 12-16, 2023, seconded by Member Ingram. The motion was carried by a roll vote as follows: Ayes: 3 - Timothy Brown, Andrea McMillian, Curtis Wilson. Nayes: 3 - Kim Bright, Ginger Ingram, Lily Rocha. Absent: 2 - Rajesh Char, Judy Durham. 23-0557 Civility Pledge None. ANNOUNCEMENTS City of Aurora Page 2 Civilian Review Board Meeting Minutes - Final September 21, 2023 Member Rocha announced that this will be her last meeting as she will be resigning due to moving outside of Aurora city limits. CLOSED SESSION Consideration and Adoption of the Board's Recommendations to the Chief of Police Regarding Pending Civilian Complaints ADJOURNMENT A motion was made by Member Rocha, seconded by Member Bright to adjourn the meeting.
