ROLL CALL Members present: Kim Bright, Timothy Brown, Rajesh Char, Ginger Ingram, Andrea McMillian, Curtis Wilson (6). Members absent: (0). OTHERS PRESENT Others present: Ward 7 Alderman Brandon Tolliver and Nydia Molina, Assistant Corporation Counsel. APPROVAL OF MINUTES 23-0934 Approval of the Minutes of the Thursday, October 19, 2023, Civilian Review Board Meeting. Vice Chair Brown made a motion to approve the minutes, seconded by Member Ingram. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Rajesh Char, Ginger Ingram, Andrea McMillian, Curtis Wilson. Nayes: 0. Abstain: 0. PUBLIC COMMENT None. PRESENTATION / GUEST SPEAKER Ward 7 Alderman Brandon Tolliver introduced himself to the Board. UNFINISHED BUSINESS 22-1033 Review and Approval of Closed Session Meeting Minutes Vice Chair Brown made a motion to approve the closed session minutes, seconded by Member McMillian. Nayes: 0. Abstain: 0. 23-0853 Review and Release of Closed Session Meeting Minutes Vice Chair Brown made a motion to open the Schedule B Closed Session Minutes, seconded by Member Char. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Rajesh Char, Ginger Ingram, Andrea McMillian, Curtis Wilson. Nayes: 0. Abstain: 0. Vice Chair Brown made a motion to keep the Schedule A Closed Session Minutes closed, seconded by Member Bright. The motion was carried by a roll vote as follows: Ayes: 5 - Kim Bright, Timothy Brown, Rajesh Char, Ginger Ingram, Curtis Wilson. Nayes: 1 - Andrea McMillian. Abstain: 0. NEW BUSINESS 23-0937 APD and CRB Initiative Brainstorming Chair Wilson and Vice Chair Brown discussed the meeting that was held on Wednesday, November 1, 2023 at 9:30am with APD Chief Cross, Deputy Chief Thomas, Commander Stemmet, Commander Flowers, Commander Eppard and Lieutenant Handell (Acting Commander). 23-0941 December 21, 2023 Meeting Agenda Member McMillian made a motion to cancel the December 21, 2023 meeting, seconded by Member Bright. The motion carried by voice vote. 23-0935 2023-0050-D(1) - Chief's Disposition Member Ingram made a motion to approve 2023-0050-D(1) - Chief's Disposition, City of Aurora Page 2 Civilian Review Board Meeting Minutes - Final November 16, 2023 seconded by Vice Chair Brown. The motion was carried by a roll vote as follows: Ayes: 4 - Timothy Brown, Ginger Ingram, Andrea McMillian, Curtis Wilson. Nayes: 0. Abstain: 2 - Kim Bright, Rajesh Char. ANNOUNCEMENTS Member Ingram announced to the Board that there is an Annual Unity Dinner being held on Friday, November 17, 2023 from 5:30pm-8:30pm at the Prisco Center hosted by Community Advocacy Awareness Network (CAAN). Assistant Corporation Counsel Nydia Molina announced to the Board that APD Command Staff are working with Advisory Commission on Disabilities' Elana Newkirk on collaborative training and once completed, it will be released to all officers during in-service training. Member Char has announced his resignation from the Civilian Review Board. CLOSED SESSION Consideration and Adoption of the Board's Recommendations to the Chief of Police Regarding Pending Civilian Complaints None. ADJOURNMENT A motion was made by Member McMillian, seconded by Member Char to adjourn the meeting. The motion carried by voice vote.
