ROLL CALL Members present: Christopher Bennett, Timothy Brown, Ginger Ingram, Curtis Wilson (4). Members absent: Dawn D'Orazio, Renu Kanakamma, Andrea McMillian (3). OTHERS PRESENT Others present: Deputy Chief Steve Stemmet; Aurora Police Department, and one member of the public. APPROVAL OF MINUTES 25-0668 Approval of the Minutes of the Thursday, July 17, 2025, Civilian Review Board Meeting. Member Ingram made a motion to approve the minutes, seconded by Member Bennett. The motion was carried by voice vote. PUBLIC COMMENT None. PRESENTATION / GUEST SPEAKER Deputy Chief Stemmet introduced himself to board members. UNFINISHED BUSINESS 25-0160 A review of Aurora Police Department policies in accordance with the CRB ordinance for the CRB to provide written recommendations to the department. Vice Chair Brown read and discussed Policy 435 with the board. Vice Chair Brown made a motion to add a recommendation to include a portion of Section 435.1.1 under the definition for Law Enforcement-Related Encounters or Activities - add section 'performing in-home or hospital well-being checks on the sick, elderly, or persons presumed missing' to be included in 435.6(f) and close the discussion on Policy 435, seconded by Member Ingram. Nayes: 0. Absent: 3 - Dawn D'Orazio, Renu Kanakamma, Andrea McMillian. Member Ingram read and discussed Policy 1027 with the board. Member Ingram made a motion to close the discussion on Policy 1027, seconded by Member Bennett. The motion was carried by a roll vote as follows: Ayes: 4 - Christopher Bennett, Timothy Brown, Ginger Ingram, Curtis Wilson. Nayes: 0. Absent: 3 - Dawn D'Orazio, Renu Kanakamma, Andrea McMillian. Member Bennett read and discussed Policy 1012 with the board. Vice Chair Brown made a motion to add a recommendation to include a portion of Section 1012.4.1 under the section Complaint Forms - to specify which languages complaint forms are offered and consider a language telephone line as an alternative, seconded by Member Bennett. The motion was carried by a roll vote as follows: Ayes: 4 - Christopher Bennett, Timothy Brown, Ginger Ingram, Curtis Wilson. Nayes: 0. Absent: 3 - Dawn D'Orazio, Renu Kanakamma, Andrea McMillian. Member Bennett made a motion to add a recommendation to include a portion of Section 1012.4.2 under the section Acceptance - to add language about confidentiality of the complaint for receiving officers other than a supervisor when accepting complaints and to close the discussion on Policy 1012, seconded by Vice Chair Brown. The motion was carried by a roll vote as follows: Ayes: 4 - Christopher Bennett, Timothy Brown, Ginger Ingram, Curtis Wilson. Nayes: 0. Absent: 3 - Dawn D'Orazio, Renu Kanakamma, Andrea McMillian. More information is on their website. ADJOURNMENT A motion was made by Member Bennett, seconded by Vice Chair Brown to adjourn the meeting. The motion carried by voice vote.
