Present 13 - Mayor Tom Weisner, Alderman Kristina "Tina" Bohman, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman John Peters, Alderman Mike Saville, Alderman Scheketa Hart-Burns , Alderman Rick Mervine, Alderman Edward Bugg, Alderman Lynne Johnson, Alderman Richard Irvin, and Alderman Bob O'Connor MINUTES OF THE MEETING OF APRIL 1, 2014 14-00250 Approval of the Minutes of the April 1, 2014 Committee of the Whole meeting. Alderman O'Connor moved, seconded by Alderman Saville, to approve the minutes of the Council Meeting held on April 1, 2014. Motion carried by voice vote. Aye: 10 - Alderman Bohman, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Peters, Alderman Saville, Alderman Mervine, Alderman Bugg, Alderman Johnson and Alderman O'Connor Abstain: 2- Alderman Hart-Burns and Alderman Irvin City of Aurora Page 1 Committee of the Whole Meeting Minutes - Final April 15, 2014 FINANCE COMMITTEE RECOMMENDATIONS 14-00150 A Resolution Authorizing the Execution of a Development Agreement with Simon Property Group, Inc. / Chicago Premium Outlets for 1901 Bilter Road Chief Development Services Officer, Bill Wiet, introduced this item. Mr. Wiet explained slight modifications to the development agreement related to the agreement's tax abatement/rebate portion, and presented an aerial view of the site plan, showing existing phase I, and proposed phase II. Wiet added that, unlike phase I, and through the creation of TIF District #8, the development will be financed without the use of sales tax rebates. Wiet also pointed out the section that refers to job opportunities for Aurora residents, and the continuation of the meetings with the Aurora Police Department relative to security matters. Attorney Sandy Stein, representing Simon Property group, added that this logical expansion to the project will be a more modern development, and that upgrades to the existing center will match the amenities at the new property. John VIllapiano, senior development manager with Simon Group's Premium Outlets division, expressed how glad they are to be part of the thriving Aurora market , and added that this will be the largest expansion of any Premium Outlets centers throughout the world undertaken by Simon Group. (PLACED ON UNFINISHED BUSINESS) Mayor Weisner announced he had to depart, and asked Mayor Pro Tem O'Connor to chair the rest of the meeting. PLANNING & DEVELOPMENT COMMITTEE RECOMMENDATIONS 14-00242 An Ordinance Granting a Special Use Permit for a Religious Institution Use on the Property located at 502 Westgate Drive, Aurora, Illinois, 60506 Pastor McManus spoke briefly about this item, explaining they are in the process of purchasing the property in question back from the bank to put a church back in place. McManus said they plan to add a parking lot and upgrade the facility. (PLACED ON CONSENT AGENDA) FINANCE COMMITTEE RECOMMENDATIONS 14-00126 A Resolution Authorizing an Intergovernmental Agreement between the City of Aurora and the Fox Valley Park District Concerning a Fireworks Show and other Programmed Activities on Park District Property on July 4, 2014 and July 4, 2015 Chief Community Services Officer Dan Barreiro spoke briefly about this item. (PLACED ON CONSENT AGENDA) 14-00219 A Resolution Authorization to purchase three Wausau Home-Safe Snow Plows from Lindco Equipment Sales, as a sole source, in the amount of $30,949.00 . (PLACED ON CONSENT AGENDA) 14-00232 A Resolution which authorizes the purchase of two FORD utility vehicles for the Aurora Police Department Special Operations Group. (PLACED ON CONSENT AGENDA) 14-00243 A Resolution authorizing the Mayor and City Clerk to execute a not-to-exceed contract in the amount of $30,000 with Geneva Construction Company for the 2014 Downtown Sidewalk Removal and Replacement Project. Maintenance Services Superintendent Joe Hopp spoke briefly about this item. Diane Renner, Executive Director for the Marie Wilkinson Food Pantry, spoke about this project - a community garden park that will welcome the involvement of the whole neighborhood. The garden will include raised beds for the elderly and the handicapped, and large beds for organizations to come and teach the youth about the importance of gardening, with the food coming back to the pantry. Renner added the garden will include pathways, gazebos, and a compost area.
