The Committee of the Whole meeting was called to order at 5:08 p.m. by Mayor
Weisner, and the Roll was called.

14-00748 Approval of the Minutes of the August 19, 2014 Committee of the
Whole Meeting.
Alderman Hart-Burns moved, seconded by Alderman Irvin, to approve the
minutes of the Council Meeting held on August 19, 2014. Motion carried by
voice vote.
PLANNING & DEVELOPMENT COMMITTEE RECOMMENDATIONS
14-00543 An Ordinance Granting a Special Use Permit with a Preliminary Plan
for a Day Care on the Property located on the south side of Liberty
Street between Station Boulevard and State Route 59, Aurora, Illinois,
60504
City Planner Tracey Vacek and representatives for the petitioner led a presentation
on this item.

14-00704 A Resolution Authorizing an Annual Action Plan Amendment (2014 -
#4) to Reflect Funding Allocations for the Community Development
Block Grant (CDBG) and Home Investment Partnership Act (HOME)
Programs and a Subrecipient Agreement Amendment with Joseph
Corporation changing how Contractors are paid under the Safety First
Program.
Neighborhood Redevelopment Manager Jeff McLaughlin spoke briefly about this
item.

14-00720 An Ordinance Authorizing Execution of and establishing the Costs of
Recapture for a Portion of the Indian Trail Road Improvements from its
Terminus within the Stonegate Subdivision West to Farnsworth
Avenue in Kane County, Illinois
City of Aurora Planner Tracey Vacek spoke briefly about this item.

14-00723 A Resolution Authorizing the Adoption of the Revised Master Plan for
Phillips Park.
Superintendent of Parks and Recreation Dan Anderson, and Bob Collins of RGC
Design, led a presentation on this item - the adoption of a revised master plan for
Phillips Park. Mr. Collins spoke about some of the highlights within the proposed
plan.
Chief Management Officer Carie Anne Ergo explained that an approved master plan
is a requirement in order to be considered for an IDNR matching grant of up to
$400,000 towards the project expenses. Ergo added this is part of the City's
continuing effort to capitalize on outside grant opportunities whenever possible.
Anderson and Collins addressed questions from some of the Aldermen.

FINANCE COMMITTEE RECOMMENDATIONS
14-00296 A Resolution Authorizing Execution of the Third Amendment to the
Intergovernmental Agreement between the City of Aurora and the
Aurora Civic Center Authority Regarding the Management of
RiverEdge Park and John C. Dunham Pavilion
Planning Director Stephane Phifer led a presentation on this item - an amendment to
two of the provisions within the above mentioned agreement.
Chief Management Officer Carie Anne Ergo presented a schedule of past years'
special events costs, and noted that even with the additional contribution, we are still
below the expenses incurred in previous years. Ergo added that in addition to the
financial benefits of this partnership with ACCA, the quality of the events has
increased greatly, and the larger markering arm and regional draw of the Paramount
has increased the city's exposure to a larger audience.

miniature rubber ducks that will be dumped over the bridge into the
Fox River by 12:15pm, as a part of their Lucky Ducky Derby on
Saturday, September 13, 2014 from 12:00pm to 3:00pm.

MAYOR’S REPORT
Mayor Weisner expressed his satisfaction with the way Phillips Park, one of the
jewels in our community, is coming along.
Mayor Weisner also announced the most recent events with Donny and Marie, and
Jennifer Nettles, turned out a success. Mayor Weisner added that the Alley Art
Festival and Roots Aurora were also very well attended, and we are glad to see so
many people coming to enjoy different events in the downtown area.
