Alderman Hart-Burns moved, seconded by Alderman Peters, to approve the minutes of the Committee of the Whole Meeting held on October 21, 2014. Motion carried by voice vote. PLANNING & DEVELOPMENT COMMITTEE RECOMMENDATIONS 14-00647 An Ordinance Granting a Special Use Permit with a Final Plan for a restaurant with a drive-thru on the Property located at 2230 S. Eola Road, Aurora, Illinois, 60503 . Zoning Administrator Ed Sieben, and a representative for the petitioner, spoke briefly about this item and answered some questions from Alderman Bohman. Planning Director Stephane Phifer spoke about the incorporation of certain language into the CC&R's, related to a restriction on rentals. Phifer also addressed questions from Alderman Johnson in regards to the proposed trolley system.
