A motion was made by Alderman Hart-Burns, seconded by Alderman Mervine, that this agenda item be approved and filed. Alderman Saville and Alderman O'Connor abstained. The motion carried. Abstain: 2- Alderman Saville and Alderman O'Connor REPORT OF THE PLANNING & DEVELOPMENT COMMITTEE TO THE COMMITTEE OF THE WHOLE The Planning & Development Committee Met On Thursday, July 16, 2015 and Reviewed the Following Items: 15-00565 A Resolution Authorizing the Mayor to Execute an Agreement with Burlington Northern Santa Fe Granting the City of Aurora a Permanent Easement over a Certain Vacated Portion of McClure Road (PLACED ON CONSENT AGENDA) 15-00567 A Resolution Authorizing an Easement Agreement between the City of Aurora and Burlington Northern Santa Fe Railway Company over the Property located between BNSF Railroad Tracks, Spring Street and City of Aurora Page 1 Committee of the Whole Meeting Minutes - Final July 21, 2015 Liberty Street. (PLACED ON CONSENT AGENDA) REPORT OF THE FINANCE COMMITTEE TO THE COMMITTEE OF THE WHOLE The Finance Committee Met On July 14, 2015 and Reviewed the Following Items: . 15-00350 A Resolution Approving an Amended Intergovernmental Parking Agreement Between the City of Aurora and Waubonsee Community College Located at 18 South River Street, Aurora, Illinois. Bill Wiet, Chief Development Services Officer, briefly presented on this item. He updated the City Council on actions taking place since the last Finance Committee Meeting on the request for approval of an amended Intergovernmental Agreement between the City of Aurora and Waubonsee Community College (WCC) regarding a permanent parking solution for WCC students . He discussed an attachment to the item, a proposed timetable of the phases of the key tasks related to the project inlcuding a placeholder for any discussions between the City, WCC and a private developer. Both the City of Aurora and Waubonsee Community College are committed to adhering to the process outlined. The agreement will also allow for a study of parking in the downtown area to be conducted. (PLACED ON CONSENT AGENDA) 15-00568 An Ordinance Amending The Annual Budget For The Fiscal Year Beginning January 1, 2015 And Ending December 31, 2015 . (Amendment #1 For The 2015 Fiscal Year) Stacey Hamling, Assistant Director of Finance, Budget, briefly presented on this item. She summarized the twelve line items and that most explain the off- setting of revenues and expenditures primarily from grants. The other items were carryovers from previous year or items approved by the City Council in previous meetings. (PLACED ON CONSENT AGENDA) 15-00575 A Resolution authorizing the execution of a memorandum of understanding between the City of Aurora, Kane County, and the City of Elgin; the participation in the 2015 Edward Byrne Memorial Justice Assistance Grant (JAG) program; and the use of the City of Aurora's portion toward the Aurora Police Department equipment purchases. . (Public Hearing at City Council on July 28, 2015.) Lt. Abbs, Aurora Police Department and Carie Anne Ergo, Chief Management Officer, briefly presented and answered questions regarding the item. Discussion primarily addressed the proposal for the City of Aurora to utilize the Justice Assistance Grant (JAG) to purchase water rescue equipment to allow for the Aurora Police Department to respond to emergency water rescue incidents as needed and not need to wait for the Fire Department who currently have this equipment. A public hearing will be held at the next City Council meeting regarding this item. CLOSED SESSION Alderman O'Connor moved, seconded by Alderman Hart-Burns, that at the close of this meeting, the City Council go into Closed Session to discuss property acquisition, exception Section 2(c)(5) of the Open Meetings Act, which authorizes this meeting to be closed to the public and that the City Clerk be directed to record the vote of each Alderman on this vote. Motion carried. ADJOURN Alderman Hart-Burns moved, seconded by Alderman Donnell, to adjourn the meeting at 5:30 P.M.. Motion carried by a voice vote.
